Job Purpose
Be an integral member of the construction team for the successful delivery of a major Qatar-based E IWPP Project, playing a pivotal role in design review, construction monitoring, and commissioning support of instrumentation and control equipment for the 2,400 MW Power and 110 MIGD Desalination Plant.
Key Responsibilities
- Collaborate closely with the construction team and owner's engineer, upholding team principles and ethics.
- Become thoroughly familiar with technical requirements, specifications, and documentation within EPC Contract and PWPA.
- Attend project meetings as directed by the Construction Director.
- Attend site meetings, produce minutes, and review EPC Contractor weekly and monthly reports and other project documentation.
- Coordinate activities involving third parties, such as regulatory authorities, technical assessors, and station facilities.
- Support review of method statements, procedures, and test plans for factory or site construction and commissioning activities.
- Witness and inspect site construction and commissioning activities with the owner's engineer.
- Participate in system walkdowns, raise punch-list items, defects, and NCRs as required.
- Review site test results and associated documentation.
- Support the activities of other construction and O&M team members as needed.
- Assist in reviewing and coordinating O&M manuals, spares, and related planning.
- Maintain a detailed daily activity diary as agreed with the Construction Director.
- Undertake other tasks as may be requested by the Construction Director.
- Monitor budget and financial performance for assigned work areas on request, ensuring actions align with guidelines while promptly reporting variances.
- Provide input and implement policies, systems, and procedures for the assigned team as requested.
- Participate in the identification and realization of continuous improvement opportunities for systems, processes, and productivity enhancements.
- Prepare timely and accurate reports in accordance with departmental quality standards as required.
Communications & Working Relationships
- Internal: Construction Director, Deputy Construction Director, Construction Manager, Owner's Engineer, Construction Team, O&M Team.
- External: EPC Contractor, relevant authorities, technical assessors, other project stakeholders, agencies, suppliers, and vendors.
Work Environment & Decision Making Authority
- Operate within a dynamic project environment with key decisions requiring consultation and approval from the Construction Director or a designated appointee.
- Tasked with upholding quality, accountability, and transparency standards in all activities and reporting.
- Contribute insightful data and information about assigned functional areas to the team.
Requirements
- Qualifications:
- Bachelor's degree in Electrical Engineering from a reputable university or equivalent.
- Experience:
- 7-15 years of experience in similar roles within large organizations, with project experience in complex environments in power generation and desalination.
- Solid knowledge of conceptual design, construction, commissioning, operations, and maintenance within the industry.
- Skills:
- Team player with a strong ethical foundation and proactive approach to health, safety, and wellbeing.
- Proven problem-solving and analytical skills.
- Thorough understanding of energy, power, and water sectors, including emerging trends and technologies.
- Proficiency in English (mandatory); Arabic is advantageous.
- Demonstrated hands-on operational and implementation experience.
- Strong interpersonal and communication (both written and verbal) skills; ability to collaborate with senior executives, management, external partners, and advisors.
- 'Can do' attitude, pride in work, and effective teamwork orientation.
- Experience working in a team of technical project professionals, with an interest in personal development.
- Familiarity with local health, safety, and environmental legislation and requirements.
- Strong computer literacy, particularly with Microsoft Office tools.
- Working knowledge of QCS2024 is a plus.
- Good understanding of Qatari and GCC cultural and working environments.
