Construction Supervisor (Electrical & Instrumentation)

Working Location: Doha, Qatar (site-based)
Contract Type: Contract role until 31/05/2029
Work Schedule: 6 days per week (Saturday to Thursday), 10 hours per day, 26 working days per month

Key Responsibilities

  • Act as a construction site HSE Leader.
  • Supervise EPIC Contractors during the execution of construction activities at the construction site.
  • Report all main issues and events at site, including HSE, Quality, Security, progress reporting, trends, and make recommendations for improvement.
  • Participate in reviewing detailed design drawings, temporary works drawings, method statements, material requisitions, risk assessments, and job hazard analyses. Act as a delegated document approver where required.
  • Coordinate mobilization of contractors on site.
  • Supervise and approve construction activities, coordinate various aspects of project construction and working drawings from contractors, and process documentation as required.
  • Attend Requests For Inspections (RFIs) as per approved ITPs, including Material Receiving Inspections, and sign off relevant inspection and test reports / RFIs.
  • Carry out daily checks on contractor's staff, equipment, and work to ensure compliance with contractual specifications and HSE requirements.
  • Handle all aspects of Electrical/Instrument Construction activities including site investigations, site surveys, and temporary electrical works/supplies.
  • Supervise and manage installation and testing of Earthing System and Lightning Protection works.
  • Manage and supervise installation of cable trays, lighting, small power works, and Fire Alarm System cable laying and termination works.
  • Coordinate finalizing cable entries, cable routes, and cable diversions.
  • Manage and supervise cable tray installation and Instrument Control & Power Cable laying and termination works.
  • Manage and supervise installation, terminations, testing, and loop checking of Transformers, Bus Ducts, and Switchgears.
  • Supervise cable splicing and testing works (HV experience preferred).
  • Supervise Fiber Optic cable installation and splicing works.
  • Manage and supervise installation of CCTV, Telecom cable trays, cable laying, apparatus installation, termination works, and testing.
  • Supervise installation of Fire Alarm Control Panels, Repeater Panels, and Mimic Panels.
  • Supervise installation and testing of UPS Systems.
  • Supervise installation of Control Junction Boxes and Panels.
  • Supervise installation and testing of Cathodic Protection systems.
  • Read and understand Equipment Layout drawings.
  • Coordinate discipline works with other Construction Supervisors, QA/QC inspectors, and HSE Supervisors to manage safe execution of site activities in accordance with the project schedule.
  • Cable termination, testing, and loop checking.
  • Witness SAT and pre-commissioning activities for equipment.
  • Maintain a daily record of progress (daily diary) noting special comments. Report work anomalies or contractual deviations and recommend corrective actions.
  • Act as a work permit approver and ensure contractors' compliance with agreed conditions stated on approved work permits.
  • Lead MC walkdown of E&I systems.
  • Prepare Punch list for finished work prior to handover, paying special attention to all EHV equipment including Quality checks.
  • Participate in development of as-built drawings/documentation.
  • Liaise and report with the QA/QC Inspector on quality related matters.

Requirements

  • Bachelor's Degree or Diploma in Electrical/Electronics Engineering from an internationally recognized university.
  • Formal training in QA/QC functional aspects is preferred.
  • 12 to 15 years overall E&I construction experience in onshore oil and gas projects.
  • Experience in greenfield/new build construction sites and brownfield/live process plants.
  • Experience with permits to work, including Isolation & Lock Out/Tag Out of live services.
  • Experience with tie-in to live facilities, including testing and integration to existing systems.
  • Experience in construction of new sub-stations & control rooms, including building E&I services.
  • Stage inspection and testing of construction activities as per approved ITPs.
  • SAT testing of electrical and/or instrument/control systems.
  • Cathodic Protection Installation (UG/AG Pipes, Tanks, etc.), test and precommissioning.
  • Experience with High Voltage (HV) electrical systems is preferred.
  • Minimum of 10 years' experience as an EPIC Contractor, including recent positions at Superintendent level. Additional 5 years' experience as a client or PMC superintendent / Senior Supervisor is preferred.
  • Current experience in State of Qatar industrial cities and/or other GCC countries is preferred.
  • Familiarity with international Codes, Standards, and regulations relevant to the job function (e.g. QCS, ACI, AISC, BS / EN / ISO / ASTM standards, Shell DEP, etc.).
  • Good verbal and written communication skills for interfacing with internal and external departments, agencies, contractors, and vendors.
  • Proficient knowledge of computer software (MS Office, Outlook, Excel, Word, PDF, PowerPoint, etc.) and engineering software applications relevant to the discipline.
