Job Title: Safety Officer (Pos. 15.1.75)

Working Location: Qingdao, China

Key Responsibilities:
- Monitor activities within onshore and offshore project sites and conduct daily/weekly HSE inspections to ensure work is carried out in line with approved Job Safety Analysis (JSA)/Job Hazard Analysis (JHA), Risk Assessment, Method Statement, and Permit to Work systems.
- Identify and implement hazard and risk reduction measures throughout all contract areas and phases.
- Participate in reviews of method statements, JSAs, safety third-party certifications (such as lifting equipment, lifting plans, and working at height), and other HSE documents submitted by contractors. Highlight and report lapses or deficiencies to immediate supervisors.
- Provide technical safety services during the EPIC stage to ensure contractor compliance with HSE plans, risk registers, policies, procedures, and regulations.
- Carry out duties and responsibilities for all HSE aspects of major projects, ensuring adherence to HSE policies, procedures, and regulations concerning fire safety systems, protection systems, life safety, fire risk assessment, safety studies/reviews, security systems, emergency response programs, and communication systems.
- Oversee related activities within project sites and conduct frequent inspections, ensuring adherence to approved safety procedures.
- Assist in reviewing contractors' HSE documentation and personnel competence before mobilization.
- Support Sr. HSE Engineer with the implementation of Project HSE Performance Monitoring, HSE Objectives and Initiatives, and related procedures, ensuring safe and compliant project activities.
- Monitor compliance with legal HSE requirements, national laws and regulations, and ratified international conventions and protocols.
- Maintain records of the Project HSE risk register, ensuring proper monitoring and close-out of project-related risks.
- Participate in incident investigations, assist with reporting, and ensure implementation of preventive and corrective actions.
- Conduct site safety meetings and HSE awareness campaigns among project staff and contractors.
- Conduct safety audits on the project with all parties, advise corrective actions, and follow up on implementation.

Requirements:
- HNC/B.Sc. or equivalent in an engineering discipline.
- Safety course certification such as NEBOSH, or higher, and preferably an associate member of a recognized safety institution.
- Offshore training: TBOSIET & H2S (OPITO approved), Permit to Work (PTW), JSA, incident investigation, ISO 45001, and lead auditor training (desirable).
- Minimum 12 years of experience in project or operational safety (onshore/offshore) in oil & gas or petrochemical projects.
- Specifically experienced in offshore/onshore fabrication yards, platforms, barges, and construction/installation projects.
- Strong knowledge of safety, health, and environmental regulations, standards, procedures, environmental compliances, and HSE management systems for projects and contractors/sub-contractors.
- Excellent communication skills and proficiency in using PC, MS Office, and relevant software.
- Experience in the Arabian Gulf is desirable.
