Job dimensions
This position exists up to the completion of the development phase including Project close-out.
The project management and central controls teams are based in Paris and the package teams are primarily based in engineering and site locations in Paris, Milan and Mozambique (Maputo & Afungi).
This position is based in Milan.

Activities
As part of the Mozambique LNG Project team, the Upstream Engineering Data Manager will serve as a primary interface between the project team and the EPCI/CPI Contractors and their subcontractors, vendors, suppliers, etc. regarding engineering data development handover. The service provider will:
- Be a direct report to the Onshore Package Controls Manager with an indirect reporting line to the Operations Maintenance Manager and to the Project Information and Document Controls Manager.
- Ensure that the information and engineering data created during the project phases is structured per requirements to allow maximum use during project and post-project phases.
- Focus on the quality and completeness of engineering data.
- Coach and provide guidance to the Onshore LNG Engineering Data Coordinator and other Operations team members using or contributing to Quantum implementation.

Engineering Data Management Responsibilities
- Ensures data availability, completeness, integrity/consistency and reliability of the assigned asset database throughout the Project phases;
- Ensures data uniqueness, quality and protection for the future use by the Operations organization;
- Ensures that the EPCI/CPI Contractors and Project team fully understand and adhere to the requirements of the contract and applicable specifications;
- Define & validate with the Information and Document Control Manager, as well as with the Engineering and Operations teams any necessary procedures, controls, audits, KPI for proper data management, data progress and discipline related data;
- Supervises data exchange and data review/approval processes with the EPCI/CPI Contractors, Subcontractors and respective Vendors/Suppliers;
- If required, facilitates the exchange of information between interfacing Project EPCI/CPI Contractors;
- Assists Discipline Leads in identification, gathering, organization and follow-up of relevant technical data during Project execution phases, including during Engineering, Commissioning, Maintenance & Inspection;
- Manages transfer of the Project's databases between different project phases;
- Liaises with the Quantum team to ensure proper integration of Mozambique LNG Project data into corporate technical Information architecture;
- Manages asset data publication in the MzLNG Project EDW Portal;
- Ensures maximum use of EDW by the MzLNG Project team;

Software tools and environment
- Supervises and controls asset data publication in Project Portal, to ensure maximum use by MzLNG Project Team
- Verifies that rules for applying the Project Portal are defined, known and applied by all actors
- Ensures that any software applications used by the EPC Contractors, or their Vendors and Suppliers, allow data exchange for verification/approval
- Organizes the procurement of studies, tools, systems and software packages as necessary for project data management improvement and as required by Project team
- Follows-up on development, acceptance, installation and start-up of aforementioned systems
- Ensures adherence to backup and data security processes
- Ensures that any software applications defined by the EPCI/CPI Contract and used by the EPC Contractors, Subcontractors, Vendors and Suppliers permits data exchange for verification/approval purpose
- Assists Information and Document Control Manager in procurement of studies, tools, systems and software packages necessary for project data management improvement and as required by Project team
- Participates in the development, UAT testing, installation and roll-out of the above-mentioned systems
- Ensures application of proper data protection and backup processes

User technical support
- Promotes use of data standards such as CFIHOS and/or MDM by the authoring tools employed either internally or by the EPCI/CPI Contractors, Subcontractors and Vendors;
- Trains and supports internal and external Project users;
- Communicates with the QUANTUM team to share best practices, lessons learned, improvements to specifications and data management tools;
- When required, participates in special projects assigned by the Information and Document Control Manager;
- Collaborates and communicates with the Onshore LNG Engineering Data Coordinator and other Mozambique Onshore LNG Project Document Controllers including those located at other Project locations;
- Utilizes Project EDMS (New Prodom) to review data registers and provide comments to Contractors

Context and environment
In September 2019, a few months after project FID, the operating share (26.5%) of MozLNG Area 1 was acquired alongside several Partners from Japan, India and Thailand, and the Mozambiquan National Oil company, ENH. This is the first operated development of the company in Mozambique.

Accountabilities
Guarantees production of a set of consistent project data enabling implementation of the Quantum (Asset Digitization) strategy. Ensures protection and maintainability of the Project engineering data delivered during Project execution phases all the way through handover to Operations.

Qualifications/Experience required
Minimum Education:
BA/BS degree in Business Management, Information Management Systems, Engineering, Project Management or related field is required. Professional certification in data management, document/records management is a plus.

- The successful candidate will have a minimum of five (5-7) years' experience of working in the oil and gas industry. Specific experience and expertise in the following are required:
- Sound IT and systems management knowledge
- 5 years of Lifecycle Information Management and Data Management experiences - Oil & Gas required; Owner/Operator side preferred
- Knowledge of International Data Standards such as CFIHOS and ISO 8000/9000 standards
- Solid hands-on knowledge of engineering data warehouse, reporting and analytical tools
- Expert-level understanding of Oil and Gas Project information and document management processes
- Knowledge of typical authoring tools (i.e. SP PID; SPEL, SPI, SP3D, CAD, Aveva, Phusion, etc.)
- Working knowledge of Electronic Document Management Systems (Omega PIMS, Livelink, SharePoint, Documentum) and CMMS systems
- Advanced user of MS Office suite of software (Excel, Word, PowerPoint, Access), Adobe Acrobat Pro
- Ability to manage high volumes of transactions within tight deadlines
- Excellent interpersonal, communications, and presentation skills to multi-level audience

Language Requirements:
Fluent English required. Portuguese and French language skills will assist performance
