Job Title: Safety Officer (Pos. 15.1.74)

Working Location: Qingdao, China

Key Responsibilities:
- Monitor activities within project sites (onshore and offshore), conducting daily and weekly HSE inspections and checks, ensuring work is in line with approved Job Safety Analysis (JSA)/Job Hazard Analysis (JHA), risk assessments, method statements, and the approved Permit to Work system.
- Identify and implement hazard/risk reduction measures across all contract areas and phases.
- Participate in and review method statements, JSAs, safety third-party certifications (lifting equipment, plans, working at height, etc.) and other HSE documents submitted by contractors; report any lapses or deficiencies to the immediate supervisor.
- Provide full technical HSE support during the EPIC stage to ensure contractor compliance with HSE plans, policies, procedures, and regulations.
- Oversee HSE-related duties for all major project areas, ensuring adherence to all relevant policies, procedures, and regulations concerning fire safety, protection systems, emergency response, lighting, and communication systems.
- Responsible for daily inspections to ensure ongoing compliance with approved safety procedures and documentation.
- Identify and implement risk reduction measures during all construction phases.
- Assist in reviewing contractor and project consultant documentation; highlight and report deficiencies for corrective action.
- Provide input to senior HSE engineers on implementing HSE performance monitoring, objectives, initiatives, procedures, guidelines, and standards.
- Ensure implementation of legal, regulatory, and international HSE requirements in all project activities.
- Support risk register maintenance, keeping records, monitoring, and ensuring close-out of HSE risks throughout the project duration.
- Review contractor HSE documentation to confirm compliance with project requirements.
- Participate in pre-mobilization reviews and competence assessments for contractors' safety personnel.
- Investigate incidents and implement preventive/corrective actions, ensuring proper incident management.
- Conduct site safety meetings and HSE awareness initiatives for project staff and contractors.
- Conduct safety audits involving all stakeholders; recommend and follow up on corrective actions to ensure ongoing compliance.

Requirements:
- HNC/B.Sc. or equivalent in an engineering discipline.
- Completion of safety course (NEBOSH or equivalent or higher such as safety diploma); associate membership in a recognized safety institution is preferable.
- Valid offshore training certifications: TBOSIET & H2S (OPITO approved), PTW.
- Minimum 12 years' experience in project or operational safety (onshore/offshore), particularly offshore oil & gas or petrochemical projects; specific experience in fabrication yards and offshore platforms/barges, and in offshore construction and installation projects.
- Thorough knowledge of safety, health, and environmental regulations, standards, procedures, and compliance requirements for offshore construction and installation.
- In-depth experience with HSE management systems for both company and contractors/sub-contractors.
- Excellent communication skills and competency using PCs, MS Office, and other relevant software.
- Experience in the Arabian Gulf is desirable.
