Job Title: Safety Officer
Location: Qingdao, China
Overview
We are seeking an experienced Safety Officer to support major oil & gas projects, ensuring all site activities are carried out in full compliance with HSE standards, regulations, and company procedures. The role will focus on driving a strong safety culture, monitoring site activities, and ensuring contractor compliance across construction and installation phases.
Key Responsibilities
- Monitor site activities (onshore and offshore) and conduct daily/weekly HSE inspections
- Ensure all work is executed in line with approved JSA/JHA, Risk Assessments, Method Statements, and Permit to Work (PTW) systems
- Identify hazards and implement risk reduction measures across all project phases
- Review contractor HSE documentation including method statements, JSAs, and third-party certifications (e.g. lifting plans, working at height)
- Report any HSE non-compliance, gaps, or deficiencies to the relevant supervisor
- Support implementation of HSE plans, procedures, policies, and performance monitoring initiatives
- Ensure compliance with legal, regulatory, and international HSE requirements applicable to the project
- Maintain and update HSE risk registers, ensuring proper tracking and close-out of risks
- Participate in contractor HSE evaluations, including CV reviews and competency assessments prior to mobilisation
- Conduct incident investigations, reporting, and follow-up on corrective and preventive actions
- Lead and support site safety meetings and HSE awareness sessions
- Perform safety audits and ensure corrective actions are implemented effectively
- Ensure adherence to fire safety systems, life safety requirements, emergency response programs, and security systems
Qualifications
- HNC / BSc or equivalent in an engineering discipline
- NEBOSH or equivalent safety certification (Diploma preferred)
- Membership of a recognised safety institution is advantageous
- Offshore certifications including T-BOSIET and H2S (OPITO approved) preferred
- Additional training in PTW, JSA, incident investigation, and ISO 45001 / Lead Auditor is desirable
Experience & Skills
- Minimum 12 years’ experience in project or operational safety within oil & gas or petrochemical environments
- Strong experience across offshore/onshore construction, fabrication yards, platforms, and installation projects
- In-depth knowledge of HSE regulations, standards, and environmental compliance requirements
- Experience working with contractors and subcontractors within large-scale project environments
- Strong communication and reporting skills
- Proficient in MS Office and relevant safety systems/software
- Experience in the Arabian Gulf region is an advantage
