Construction Supervisor (Mech)

Experience

• Minimum 10 years of relevant experience in construction, installation, and site supervision of MEP systems for electrical substations and utility buildings.
• Strong experience in the construction and commissioning of substations, utility buildings, power distribution facilities, industrial buildings, or major infrastructure projects.
• Experience implementing construction industry best practices, systems, processes, and standards.
• Strong construction management, communication, coordination, and conflict resolution skills.

Primary Duties and Responsibilities

• Supervise construction works executed by contractors to ensure assigned projects are delivered in accordance with the approved Scope of Work, engineering design, QHSE requirements, standards, and specifications.
• Review and provide comments on construction method statements, material submittals, commissioning procedures, and other contractor documentation from the start of construction through completion and handover.
• Act as Performing Authority for contractors under the Permit to Work system, as required.
• Oversee construction activities, monitor contractor performance, verify compliance with approved drawings and specifications, and support the successful installation, testing, commissioning, and handover of MEP systems.
• Supervise the installation, testing, commissioning, and handover of mechanical systems for substations and associated buildings.
• Supervise HVAC systems, including ventilation, pressurisation, and chilled water systems where applicable.
• Supervise firefighting and fire suppression systems.
• Supervise plumbing, drainage, water supply, sewage, and stormwater systems.
• Supervise the installation and commissioning of mechanical equipment within substations and associated buildings.
• Oversee the installation, testing, and commissioning of low-voltage electrical systems.
• Supervise lighting, small power, earthing, and lightning protection systems.
• Oversee emergency power systems, UPS and battery systems, building services electrical installations, and interfaces with substation electrical systems.
• Supervise site construction and installation activities under assigned Construction/EPIC contracts, ensuring work is performed safely and in accordance with the approved Scope of Work, engineering standards, drawings, and specifications.
• Participate in constructability reviews as required.
• Review contractors' construction plans, schedules, method statements, Job Safety Analyses (JSAs), and associated documentation.
• Coordinate and control contractor mobilisation to project sites, including site laydown areas.
• Facilitate the issuance of required permits and gate passes for contractors.
• Inspect and test completed works and arrange appropriate pre-commissioning inspections and testing.
• Initiate Mechanical Completion Certificates as required.
• Monitor the completion and clearance of all punch-list items.
• Review and endorse red-line mark-ups and as-built drawings.
• Participate in project handover and acceptance activities.
• Review commissioning procedures and participate in the testing and commissioning of facilities.
• Review and endorse construction dossiers for assigned projects.
• Coordinate with contractors, engineering teams, QA/QC, HSE, commissioning teams, and other stakeholders to resolve construction and interface issues.
• Support the development and training of local personnel in accordance with project requirements.

Technical Competencies

• Strong knowledge of HVAC, firefighting, plumbing, drainage, ELV, electrical, and building services systems.
• Good understanding of MEP construction requirements for substations and utility buildings.
• Knowledge of life safety requirements, systems, and applicable standards.
• Understanding of electrical substation buildings, power distribution facilities, and utility infrastructure requirements.
• Familiarity with IEC, NFPA, ASHRAE, KAHRAMAA, and applicable local authority requirements.
• Experience reviewing shop drawings, construction drawings, material submittals, method statements, and commissioning procedures.
• Strong knowledge of MEP testing, pre-commissioning, commissioning, and handover processes.
• Knowledge of Permit to Work requirements and safe construction practices.
• Ability to coordinate multidisciplinary MEP interfaces and resolve site-related technical issues.
• Proficiency in AutoCAD and Microsoft Office applications.
