Qualification

  • Bachelor's Degree or Diploma in Electrical/Electronics Engineering from an internationally recognised university.
  • Formal training in QA/QC functional aspects is preferred.

Experience

  • Minimum 12 to 15 years overall E&I construction experience in onshore oil and gas projects.
  • Specific experience in greenfield/new-build construction sites; brownfield/live process plants; Permit to Work including isolation and Lock Out/Tag Out; tie-ins to live facilities; construction of new substations and control rooms; stage inspection and testing to approved ITPs; SAT testing; and cathodic protection installation, testing and pre-commissioning.
  • High Voltage (HV) electrical systems experience is preferred.
  • Minimum 10 years' experience with an EPIC Contractor, including recent positions at Superintendent level. An additional 5 years as a client or PMC Superintendent/Senior Supervisor is preferred.
  • Current experience in Qatar industrial cities and/or other GCC countries is preferred.
  • Familiar with international codes, standards and regulations relevant to the function.
  • Strong verbal and written communication skills.
  • Proficient in MS Office and engineering software applications relevant to the discipline.

Primary Duties and Responsibilities

  • Act as a construction site HSE leader.
  • Supervise EPIC Contractors during construction activities at site.
  • Report main site issues and events including HSE, Quality, Security, progress and trends, and recommend improvements.
  • Review detailed design drawings, temporary works drawings, method statements, material requisitions, risk assessments and job hazard analyses; act as delegated document approver where required.
  • Coordinate mobilisation of contractors on site.
  • Supervise and approve construction activities and coordinate project construction documentation.
  • Attend RFIs as per approved ITPs, including Material Receiving Inspections, and sign relevant inspection and test reports.
  • Conduct daily checks on contractor staff, equipment and work for compliance with contractual specifications and HSE requirements.
  • Manage Electrical/Instrument construction activities including site investigations, surveys and temporary electrical works/supplies.
  • Supervise installation and testing of earthing and lightning protection systems.
  • Supervise lighting, small power, cable tray and fire alarm cable works.
  • Coordinate cable entries, routes and diversions.
  • Supervise Instrument Control and Power cable laying and termination.
  • Supervise installation, termination, testing and loop checking of transformers, bus ducts and switchgear.
  • Supervise cable splicing and testing works; HV experience preferred.
  • Supervise fibre optic cable installation and splicing.
  • Supervise CCTV and telecom installation, cabling, termination and testing.
  • Supervise installation of fire alarm control panels, repeater panels and mimic panels.
  • Supervise installation and testing of UPS systems.
  • Supervise installation of control junction boxes and panels.
  • Supervise installation and testing of cathodic protection systems.
  • Read and understand equipment layout drawings and coordinate discipline works with other construction, QA/QC and HSE personnel.
  • Supervise cable termination, testing and loop checking and witness SAT and pre-commissioning activities.
  • Maintain daily progress records and report anomalies or contractual deviations, recommending corrective actions.
  • Act as work permit approver and ensure contractor compliance with permit conditions.
  • Lead Mechanical Completion walkdowns of E&I systems.
  • Prepare punch lists for finished work prior to handover, with particular attention to EHV equipment and quality checks.
  • Participate in development of as-built drawings/documentation.
  • Liaise with QA/QC Inspectors on quality-related matters.
