Qualifications
- Bachelor's degree in Civil Engineering or a geotechnical-related field from a recognised university.
- Minimum 12 years of relevant construction-related experience.
- An additional or secondary HSE qualification such as IOSH or NEBOSH is advantageous.
Experience
- At least ten years' experience in construction and installation activities, including earthworks and geotechnical works, within oil and gas industry projects.
- Skilled in implementing construction industry best practices, systems, processes, and standards.
- Proven ability to manage time, cost, and quality in engineering and construction projects.
- Excellent construction management, communication, conflict resolution, and presentation skills.
- Fluency in English.
Key Responsibilities
- Supervise construction and installation works performed by contractors to ensure compliance with approved Scope of Work, engineering design, standards/specifications, and QHSE requirements while meeting deadlines.
- Review and comment on method statements for construction and earthwork, material submittals, and commissioning procedures from start through completion and handover.
- Act as the performing authority for contractor Permit to Work.
- Lead earthworks and geotechnical activities for major capital projects and provide technical assurance for excavation, subgrade preparation, fill material selection, and compaction.
- Interpret soil classification and geotechnical reports.
- Develop and monitor dewatering plans.
- Assist and monitor third-party field geotechnical engineers during construction earthworks.
- Actively participate in construction meetings with consultants and contractors.
- Coordinate stakeholders, promote teamwork, ensure effective communication, and facilitate timely resolution of earthworks issues.
- Provide technical support for Civil Construction throughout detailed design and execution, ensuring contractor compliance with standards, specifications, procedures, and regulations.
- Ensure adherence to technical assurance practices, specifications, engineering standards, and environmental and safety policies.
- Oversee testing and approval of earthworks and fill materials.
- Review and approve technical deliverables on earthwork and geotechnical activities for compliance with quality and safety.
- Determine compliance of technical deliverables and field activities from external organisations with the required scope and standards.
- Review and assess technical deviations, variations, and recommend approval or rejection.
- Make recommendations for approval of change requests.
- Support resolution of technical issues during construction.
- Serve as a safety leader for all site construction activities.
- Review construction plans and schedules, including method statements and Job Safety Analyses (JSAs).
- Coordinate and control contractor mobilisation to sites, including laydown areas.
- Facilitate issuance of necessary permits and gate passes.
- Inspect and test completed project work, arranging pre-commissioning inspections and tests as needed. Initiate Mechanical Completion Certificates.
- Ensure completion and clearance of Punch List items.
- Review and approve red-marked-up and as-built drawings.
- Participate in project handover, review commissioning procedures, and assist with facility commissioning.
- Review and endorse Construction Dossiers for assigned projects.
- Support national development activities through on-the-job training and development initiatives.
