Job Title: Staff Engineer, FTL & MWA
Working Location: Kuala Lumpur Office

KEY OBJECTIVES
As the Staff Engineer, Fluid Transfer Lines (FTL) & Mid Water Arch (MWA), you will need a solid understanding of SSHE & Risk processes, procurement and contracting, and support for project control requirements such as schedule and cost control reporting and analysis. Be familiar with EPC contract management, including engineering, fabrication, and commissioning. The position involves coordination and supporting interfaces and stakeholders, understanding of project delivery with third-party assistance, and ability to travel and provide offshore support as needed.

KEY RESPONSIBILITIES

SSHE & Risk Processes:
- Understand typical Oil and Gas Safety Security Health and Environment requirements, reporting & KPIs, and conducting risk assessments such as JSA, PTW, HAZOP, HAZID, risk assessments, and constructability reviews.
- Liaise with SSHE representatives and ensure contractor compliance to SSHE requirements.
- Deliver SSHE expectations, including presentations to contractor teams and addressing issues or concerns.
- Stay updated with regularity requirements such as Permit to Install, Permit to Operate, and DOSH requirements.

Procurement and Contracting:
- Prepare and evaluate EPC tender documentation.
- Familiar with Malaysian Oil and Gas procurement and contracting standards.

EPC Contract Management:
- Understand typical EPC contracting terms and conditions; manage scopes of work, compensation schedules, milestone payments, and work schedules.
- Conduct EPC project execution plans, project controls requirements (cost and schedule management/reporting), and fulfill communication/reporting requirements (DPRs, weekly and monthly).
- Manage change orders, variations, technical queries, and the management of change process.

EPC Engineering, Procurement, and Fabrication Experience:
- Sound understanding and experience with deepwater flowline/riser systems, dynamic flexible riser systems, anchoring and tethers, and deepwater (over 1,000m) transportation, installation, and commissioning spreads/requirements.
- Familiarity with fabrication and yard activities, technical requirements, and coordination with yard engineers, CSRs, SSHE, and QA/QC representatives.
- Work with subsea umbilical and controls systems; appreciation for QA/QC requirements, such as WPS/Q (weld procedure specifications and qualification).
- Understand flowline pre-commissioning and commissioning requirements.

Technical Proficiency:
- Proficient with Microsoft Office (Word, Excel, PowerPoint, Outlook) and familiar with typical engineering software such as Orcaflex, FEA packages, and flow assurance assessments.

Interface Coordination:
- Manage internal and external interface coordination between procurement and contracting packages with timely assessment of interfaces and issues.
- Support senior management in stakeholder engagements (e.g., JV partners, regulatory authorities).

Follow-On Engineering:
- Coordinate external third-party engineering teams to deliver timely engineering feedback to EPC contractors.
- Identify and allocate specialist disciplines/resources for project delivery.

Travel and Offshore Support:
- Must be eligible for international travel and offshore support as required.
- Hold or be able to obtain offshore medical certification and BOSIET.
- Flexible for offshore visits or longer-term mobilization during project execution phases.

KEY AUTHORITIES
- Act within the authorities granted by the Senior Manager, Malaysia Projects.
- Ensure that reporting and contracting activities comply with all company, PETRONAS, and government requirements and regulations.
- Manage scheduler/planner.

SAFETY RESPONSIBILITIES
- Ensure the health, safety, and welfare of all personnel engaged in or related to any site project work, including staff, contractors, visitors, and third parties.

WORKING RELATIONSHIPS
- Work closely with EPC and EPCIC Project Teams, Malaysia Projects personnel, support departments, contracted staff, technical staff, and visitors.

QUALIFICATIONS AND EXPERIENCE

Qualifications:
- Preferably B.Sc. in Engineering or relevant degree/diploma with recognized experience.

Experience:
- Minimum 10 years of experience in the oil & gas industry or similar roles in other industries, with relevant project management, services, or interface experience.

Special Skills Required:
- Project management, project support, front end, planning, and cost control skills.
- Working knowledge of Primavera and MS Project scheduling software.
