Senior HSE Engineer

Primary Duties and Responsibilities
- Provide HSE leadership and guidance to ensure compliance with national and international standards.
- Ensure effective implementation of the HSE Management System across all project stages.
- Represent the department in HSE matters with regulatory authorities and other stakeholders.
- Ensure effective communication and collaboration with stakeholders, contractors, and subcontractors to maintain high HSE standards across all project activities.
- Develop departmental annual HSE objectives, initiatives, and performance targets in line with corporate guidelines for Engineering and Construction stages.
- Develop and implement HSE strategies for projects, including preparing Contract HSE Management Plans for assigned projects.
- Manage HSE requirements throughout the entire project lifecycle, from planning and tendering to execution and close out phases.
- Lead and monitor the implementation of HSE legal requirements, including national laws, regulations, and international conventions ratified by the State of Qatar.
- Liaise with discipline Lead/Senior Project Engineers to ensure HSE-related legal requirements are incorporated.
- Guide staff on required HSE training and promote the development of HSE skills and competency. Act as a mentor to other HSE Engineers and HSE Officers.
- Support the development of local national employees by ensuring proper HSE training and development.
- Develop and promote a positive safety culture within the organization by implementing behavioral safety programs, conducting safety culture assessments, and engaging with employees at all levels to encourage safe behavior and practices.
- Participate in contractor prequalification and tendering evaluation activities to ensure that contractors meet HSE requirements.
- Ensure reporting and investigation of all HSE incidents and implementation of corrective and preventive actions.
- Communicate lessons learnt to relevant parties.
- Lead the HSE Team in implementing the HSE Management System across all project stages and provide ongoing support to project teams to ensure compliance with HSE Management System, meeting all safety objectives and expectations.
- Respond to emergency situations and incidents, either during or after regular working hours, to provide assistance and advice.
- Monitor and participate in HSE audits/inspections and report findings to relevant parties. Track audits/inspection actions to close out and update lessons learnt system, root cause analysis, etc. for improvement.
- Work to identify safety concerns, formulate solutions, and develop practical and cost-effective corrective actions.
Requirements
- Bachelor Degree in an Engineering discipline from a reputable University/College or equivalent.
- ISO 45001 Lead Auditor; NEBOSH, IOSH, OSHA certificate or equivalent is required.
- Membership of a recognized HSE association/institution is preferable.
- Minimum of 15 years' experience in HSE management functions and construction safety, with at least the last 5 years in a senior HSE position for projects in reputable Oil & Gas companies or EPIC contractors.
- Exposure to major infrastructure and/or oil & gas projects or brownfield construction experience is preferable.
- Experience with large-scale electrical installation projects, including high-voltage systems and extensive cable laying operations, is highly desirable.
- Extensive experience in large scale solar (Photovoltaic) construction projects and strong background in quality management systems.
- Familiar with Occupational Safety and Health, Environment, Engineering and Construction standards/regulations.
- Conversant with industry's best safe work practices.
- Proven experience in developing project-related HSE plans, philosophies, and specifications as per scope of the contract.
- Competent in reviewing HSE and environmental studies, and managing project HSE risk registers.
- Experienced in facilitating incident investigations, identifying root causes, and deriving learnings from these incidents.
- Proven experience in conducting HSE compliance audits in projects.
- Well-experienced in interpreting monthly HSE KPIs trends and formulating HSE initiatives.
- Extensive leadership skills to motivate, lead, and organize high-performance project HSE and Contractor HSE Teams to achieve common targets.
- Computer literate with advanced knowledge of MS Office applications.
- Proficient in the use of technical English language (both written and spoken).
- Work experience in the GCC is preferable.
