Sr. HSE Engineer

Key Responsibilities

  • Provide HSE leadership and guidance to ensure compliance with international standards.
  • Ensure effective implementation of the HSE Management System across all project stages.
  • Represent the department in HSE matters with internal and external stakeholders, including ministries and contractors.
  • Develop departmental annual HSE objectives, initiatives, and performance targets aligned with corporate guidelines for engineering and construction phases.
  • Develop and implement HSE strategies for projects, including preparing contract HSE management plans.
  • Manage HSE requirements throughout the project lifecycle, from planning and tendering to execution and closeout.
  • Lead and monitor the implementation of HSE legal requirements, including national laws and international conventions.
  • Liaise with discipline lead/senior project engineers to ensure HSE legal requirements are incorporated.
  • Guide staff on required HSE training and promote HSE skill development. Mentor other HSE Engineers and Officers.
  • Support local development activities by ensuring that nationals receive proper HSE training and development.
  • Develop and promote a positive safety culture by implementing behavioral safety programs and engaging with employees at all levels.
  • Participate in contractor prequalification and tendering activities to ensure HSE requirements are met.
  • Ensure reporting and investigation of all HSE incidents and implement corrective and preventive actions.
  • Communicate lessons learned to relevant parties and lead the HSE team in system implementation and ongoing support.
  • Respond to emergency situations and incidents to provide assistance and advice.
  • Monitor and participate in HSE audits/inspections, report findings, and track corrective actions.
  • Identify safety concerns, formulate solutions, and develop practical, cost-effective corrective actions.

Requirements

  • Education: Bachelor's Degree in an Engineering discipline from a recognized university or college, or equivalent. ISO 45001 Lead Auditor; NEBOSH / IOSH / OSHA certification or equivalent required. Membership in a recognized HSE association or institution is preferable.
  • Experience:
    • Minimum 15 years in HSE management and construction safety, with at least 5 years in a senior HSE role in oil & gas, infrastructure, or major construction projects.
    • Experience with large-scale electrical installation projects, including high-voltage systems and extensive cable laying, is highly desirable.
    • Extensive experience in large-scale solar (Photovoltaic) construction and strong background in quality management systems.
    • Familiarity with occupational safety and health, environment, engineering, and construction standards and regulations.
    • Proven ability to develop HSE plans, philosophies, and specifications as per project scope.
    • Competent in reviewing HSE and environmental studies and managing project HSE risk registers.
    • Experience facilitating incident investigations, root-cause analysis, and deriving key learnings.
    • Proven in conducting HSE compliance audits and interpreting monthly HSE KPIs for trend analysis and initiatives.
    • Strong leadership skills to motivate and organize high-performance HSE teams to achieve project goals.
    • Advanced computer literacy in MS Office applications.
    • Excellent command of technical English, both written and spoken.
    • Experience in the GCC region is preferable.
