Planning Engineer
Working Location
Plant-based. Involves coordination with multiple departments and external vendors.
Key Responsibilities
- Supervise and lead preparation and planning activities, materials, and other resources for efficient execution of daily and shutdown jobs.
- Ensure proper budget allocation for critical equipment in the plant to support trouble-free operation and optimal performance.
- Supervise activities assigned to Senior Planners and cross-functional teams within the department.
- Participate in planning and coordination of maintenance programs, ensuring availability of required resources and supply of spare parts for new equipment.
- Review annual requirements for manpower and special equipment hire for maintenance; analyze manpower utilization and materials usage data to specify needs, and raise documentation for contract negotiations.
- Oversee planning for major equipment, plant shutdowns, and turnaround maintenance, providing guidance for preparation of critical paths. Review labor, material, tool, and service estimates and coordinate shutdown preparation.
- Participate in the vendor selection process, including site visits and reviews of new technology for best adaptation to the plant environment.
- Contribute to the preparation of internal procedures and preventive maintenance programs; ensure inspection recommendations are implemented to enhance plant integrity and reliability.
- Participate in incident investigations and root cause analyses, recommending corrective actions for improvement. Conduct audits to ensure compliance with quality standards and maintain system documents to meet these standards.
- Promote adherence to quality, safety, and environmental procedures by both employees and contractors.
- Coordinate with OEMs and vendors to resolve equipment-specific issues.
- Lead activities during Turnarounds, including site supervision and follow-up of technicians and contractors as assigned.
- Evaluate new equipment, prepare activity and technical reports, conduct frequent site visits, and stay updated with advancements in maintenance planning and management.
- Ensure timely availability of critical spares through effective planning.
- Coordinate with other disciplines to complete jobs within schedule and budget while maintaining safety standards.
- Prepare technical documentation for all planned maintenance activities in accordance with relevant standards, codes, and specific requirements.
- Conduct technical evaluations of material quotations for stock and special items.
- Prepare detailed tender documents, cost estimations, and technical bid evaluations for major long-term maintenance contracts.
- Develop Job Method Statements and Job Safety Analyses for critical jobs.
- Participate as an RCA Team member in root cause analysis and collaborate with reliability teams on failure reviews and maintenance strategies.
- Engage in troubleshooting activities with maintenance and reliability teams.
Requirements
- Education: Engineering degree and/or Planning Engineer certification or equivalent experience.
- Experience: Minimum 10 years in planning positions in the Oil & Gas industry.
- Skills: Strong written and oral communication. Arabic language skills are an advantage.
- Full knowledge of planning principles and techniques.
- Excellent interpersonal and relationship-building skills in complex, multicultural environments.
- Proficient in computer applications relevant to the role.
