Project Safety Officer

Position Overview

A leading energy organisation is seeking an experienced Safety Officer to provide Health, Safety and Environment (HSE) support across major oil and gas projects.

The role will support project activities throughout the definition, detailed design, construction, pre-commissioning and commissioning phases, ensuring contractors, subcontractors and vendors comply with applicable HSE policies, procedures, standards and regulatory requirements.

The successful candidate will have strong site-based HSE experience within major EPC/EPIC construction projects and will play an active role in risk management, site inspections, contractor oversight, incident investigation, audits and continuous improvement of project safety performance.

Key Responsibilities

  • Provide technical HSE support throughout project definition, detailed design, construction, pre-commissioning and commissioning activities.
  • Promote and maintain a strong safety culture across project sites.
  • Monitor contractors, subcontractors and vendors to ensure compliance with project HSE requirements.
  • Conduct regular site inspections and monitor construction activities for compliance with approved safety requirements.
  • Verify that work is performed in accordance with approved Job Safety Analyses (JSAs), risk assessments, method statements and Permit to Work requirements.
  • Identify workplace hazards and support implementation of appropriate risk reduction and control measures.
  • Participate in hazard identification and risk assessment activities throughout the project lifecycle.
  • Review contractor method statements, JSAs, risk assessments, safety certifications and other HSE documentation.
  • Review contractor HSE plans, procedures and supporting documentation for compliance with project requirements.
  • Identify HSE non-compliance and recommend immediate corrective actions and longer-term preventive measures.
  • Monitor site HSE programmes, safe working practices and contractor safety performance.
  • Support implementation and monitoring of project HSE objectives, initiatives, procedures, standards and performance indicators.
  • Maintain and support project HSE risk registers, ensuring risks and associated actions are properly recorded, monitored and closed out.
  • Support implementation of the project's Environmental Management System.
  • Monitor compliance with applicable environmental, occupational health and safety legislation, regulations and recognised international standards.
  • Participate in the assessment of contractor HSE personnel prior to mobilisation, including competency reviews and interviews where required.
  • Conduct and support incident and accident investigations, including root cause analysis.
  • Develop and follow up corrective and preventive actions arising from incidents, inspections, audits and investigations.
  • Conduct project safety meetings, toolbox discussions and HSE awareness activities for project and contractor personnel.
  • Participate in project HSE audits and recommend corrective actions for identified findings.
  • Follow up audit and inspection findings to ensure actions are implemented and effectively closed.
  • Compile HSE reports, statistics and trend analyses to monitor and improve project safety performance.
  • Maintain accurate HSE records and supporting documentation.
  • Support continuous improvement and updating of HSE codes, standards, specifications, procedures and working practices.
  • Collaborate with Engineering, Construction, Commissioning and other project disciplines to ensure HSE requirements are incorporated into project activities.

Qualifications

  • Higher National Diploma (HND), university degree, preferably in an Engineering discipline, or an accredited HSE professional qualification.
  • Associate membership of a recognised professional safety institution is desirable.

Experience

  • Minimum 10 years of Occupational Health and Safety experience, preferably within the oil and gas or petrochemical industry.
  • Strong HSE experience supporting major EPC/EPIC construction projects, including greenfield and brownfield activities.
  • Experience covering construction, pre-commissioning and commissioning activities.
  • Previous experience providing field-based HSE oversight of contractors, subcontractors and vendors.
  • Experience in incident investigation, risk assessment, site inspections and safety auditing.
  • Previous GCC experience is desirable.

Technical Skills and Knowledge

  • Thorough knowledge of safe working practices and occupational health and safety requirements.
  • Strong knowledge of ISO 45001:2018 and other relevant international HSE standards.
  • Good understanding of Environmental Management Systems and applicable environmental requirements.
  • Strong knowledge of hazard identification, risk assessment, JSAs and method statement reviews.
  • Good understanding of Permit to Work systems.
  • Knowledge of HSE requirements applicable to major oil and gas construction projects.
  • Training or practical experience with recognised incident investigation and root cause analysis methodologies or software.
  • Ability to identify HSE trends and prepare statistical and performance reports.
  • Strong computer skills, including Microsoft Word, Excel and PowerPoint.
  • Strong written and verbal English communication skills.
  • Ability to communicate effectively with project teams, contractors, subcontractors, vendors and other stakeholders.
  • Strong attention to detail with the ability to identify unsafe conditions and ensure appropriate corrective actions are implemented
