QC Inspector (Piping)

Key Responsibilities
- Implement the elements of the management system applicable to assigned function.
- Ensure own safety and the safety of others who may be affected by business activities, and proactively participate in all safety matters affecting the construction of the project.
- Prevent pollution to the environment in the project.
- Coordinate and attend inspections, tests, and punch listing on behalf of the client.
- Familiarize with project and discipline-specific inspection documentation to ensure understanding of contract requirements.
- Implement quality inspection procedures on construction activities, suppliers, and subcontractors to ensure compliance with project specifications.
- Ensure that documentation generated by the contractor for inspections, tests, surveillance, and surveys meets the requirements of the Project Quality Plan, ITPs, and project requirements.
- Complete relevant forms and reports on inspections and tests undertaken by the contractor and maintain inspection records.
- Communicate effectively with the contractor, third parties, and end users at your level.
- Ensure that all equipment used for measuring and testing is calibrated and that such records are available.
- Perform surveillance of project site construction activities to identify problems and potential or actual non-conformances, and assist in proposing corrective and preventive actions.
- Liaise with other Field Supervisors and Contractor to be aware of planned and completed construction works to ensure NDE is planned and performed.
- Assist Senior QA/QC Engineer in the review and approval of Contractor QA/QC documents such as QCPs, ITPs, WPS/PQRs, special processes, personnel qualifications, material approval requests, MRBs, project dossiers, etc.
- Monitor and witness contractor's fabrication, installation, inspection, and testing activities related to structural steel, process piping, tanks, and heaters, including internals installation and associated interface activities.
- Witness and verify all inspection and testing activities related to welding, NDT, PWHT, hardness testing, alloy verification, painting, etc., from procedures and personnel qualification through to system hydro testing, ensuring compliance with project requirements.
- Closely monitor the performance of special processes and personnel, weld repairs, NDT status, and controls exercised by the contractor, and appraise the Senior QA/QC Engineer in case of concerns.
- Participate in the receiving inspection of project permanent materials and verification of associated documentation for traceability of piping bulk materials, consumables such as welding electrodes, filler wires, gases, painting, wrapping materials, etc.
- Follow up on corrective actions to close out non-conformances.
- Monitor trends of non-compliance to requirements and provide feedback on the status of contractor performance.
- Initiate surveillance and NCRs for Senior QA/QC Engineer's approval.
- Maintain relevant QA/QC documents and records.
Requirements
- Mechanical Engineering degree and/or diploma with experience in quality control in a multidiscipline construction environment. Preferably with formal training in QC and membership with a recognized chartered or other professional institution.
- BGAS Grade 2 / NACE Level-2 Painting Inspector, CSWIP 3.2 / AWS-SCWI Senior Welding Inspector, and ASNT NDT Level-II Certification are required (other equivalent certifications from internationally recognized organizations can be accepted).
- 10 years of experience for engineers and 15 years of experience for diploma holders in similar positions in the Oil & Gas sector (experience in GCC is desirable).
- Hands-on experience with CRA Clad/Lined Pipeline/flow lines and/or piping/equipment of exotic materials (DSS, SDSS, Ni, Cr, etc.) welding inspection/testing.
- Sound knowledge of international standards related to materials and mechanical construction such as API, ASME, ASTM, NACE, DIN, etc.
- Strong working knowledge of QC aspects and various testing requirements related to major oil & gas/petrochemical construction projects.
- Ability to work well with contractor personnel and colleagues at all levels in a multidisciplinary, multicultural, and multinational environment.
