Qualifications
- B.Sc. in an Engineering Discipline with extensive experience in commissioning of oil and gas projects.
Experience
- Minimum of twelve (12) years' experience in design, construction, commissioning, and start-up of oil & gas processing plants, preferably offshore with EPIC contracting companies.
- At least eight (8) years in a Commissioning Coordinator or Team Leader role.
- Excellent interpersonal and communication skills.
- Leadership and managerial skills.
- Relevant technical expertise with multi-discipline engineering exposure, troubleshooting, and problem-solving skills.
- Good IT and analytical skills.
- Ability to work well under pressure.
Key Responsibilities
- Responsible for pre-commissioning, commissioning, and start-up of facilities in projects in accordance with established procedures and guidelines.
- Define, mobilize, and manage an organization covering the preparation and execution of commissioning.
- Manage the preparation of project-specific pre-commissioning/commissioning procedures and reporting tools, including technical databases, planning, and punch list control.
- Oversee the execution of commissioning to achieve maximum productivity, minimize cost, and ensure smooth handover.
- Supervise the reporting of commissioning execution to ensure all technical and contractual information is properly recorded and available for inspection/reference as required by regulations and procedures.
- Supervise the schedule of commissioning to reach the planned end date.
- Coordinate with other project entities and existing facilities.
- Ensure the project commissioning and handover process is implemented in compliance with procedures and guidelines.
- Promote HSE behavior within commissioning activities and verify HSE procedures are implemented by the commissioning team.
- Review and provide input to project scope of work.
- Contribute to the improvement and standardization of commissioning procedures and deliverables, and develop strategies to minimize offshore commissioning and lost time due to interfaces.
- Develop commissioning strategy and provide input to the project execution plan and early stages of engineering.
- Review and approve various commissioning preparation tasks performed by the Contractor, including work breakdown structure, priorities, resources, and schedule.
- Review and approve commissioning management procedures, including handover, checklists, interfaces, punch list, internal organization, and sign-off certificates.
- Review and approve commissioning dossiers prepared by the Contractor, including database population and operational test procedures writing.
- Coordinate activities of the commissioning team, including system engineers, discipline supervisors, planning/punch list controller, and asset holder.
- Identify and address all interface issues with other project packages regarding commissioning.
- Prepare overall commissioning plan and obtain approval in consultation with the asset holder.
- Check and endorse mechanical completion.
- Witness and monitor pre-commissioning activities performed by the Contractor.
- Countersign all pre-commissioning dossiers at Ready For Commissioning (RFC) status.
- Control all commissioning activities performed by the Contractor and its reporting.
- Check progress against planning, recommend corrective actions, and closely follow up on punch list with Contractor and asset holder.
- Coordinate with Contractor/Vendors to resolve system/equipment performance problems.
- Coordinate schedules for equipment vendor presence/visits at site(s), and organize on-job and classroom training to Operations to assist in commissioning of critical equipment and processes.
- Review and approve commissioning dossiers after completion of commissioning activities and sign the Ready for Start Up and handover certificates.
- Participate and contribute to all safety design reviews and studies.
- Support and assist project team in project closeout gate.
- Actively participate and contribute to local national development programmes.
