Qualifications

  • Education: HNC/B.Sc. in Engineering from an internationally recognized university.

Experience and Skills Required

  • Minimum of 10 years relevant procurement experience in Oil & Gas major projects.
  • Experience with offshore related EPIC project execution, preferably within the Gulf region.
  • Proficient in all aspects of procurement, including bid/award, buying, expediting, and inspection.
  • Experience in developing procurement strategies and procurement plans for contractor's procurement scope of work as per corporate procedures, project specifications, international codes and standards, and best industry practices.
  • Effective communication and presentation skills.
  • May be required to perform vendor shop and supplier site visits for resolution of issues, inspections, audits, etc.

Key Responsibilities

  • Provide comprehensive procurement management services for EPIC projects, focusing on timely and successful project execution in alignment with agreed requirements, specifications, and standards.
  • Oversee project procurement activities, monitor and control changes, and prepare procurement status reports during EPIC execution, working in coordination with the Head of Project Services.
  • Plan and develop procurement strategies for Long Lead Items (LLIs) and define requirements for contractor's procurement scope as per corporate and project procedures and specifications.
  • Monitor and control changes and variations during engineering, tendering, bidding, and execution of purchase orders placed by the EPIC Contractor.
  • Follow up and seek updates on engineering requisitions status and any changes impacting procurement and delivery activities; follow up with contractor's buyers, expeditors, and inspectors during the procurement phase.
  • Research the international market for qualified vendors, develop vendor evaluation and selection criteria, and participate in vendor audits for compliance with project requirements.
  • Update the preferred vendors list with lessons learned.
  • Attend technical and commercial meetings as required.
  • Evaluate vendor performance during execution and set up timely resolution processes for procurement-related issues.
  • Contribute to the development and improvement of organizational procurement policies, strategies, and control procedures.
  • Manage spare part management processes by the EPIC contractor in collaboration with procurement, operations departments, end users, and warehouse teams; handle SPIR and related processes through completion and timely delivery of spare parts to project standards and schedule.
  • Support project closeout activities, identify areas for cost/time savings, complexity reduction, and propose solutions to realize these benefits, incorporating lessons learned in the project database.
