Layer 3 Security Coordinator

Key Responsibilities
- Mentor Protection Force personnel to ensure full implementation of VPSHR guidelines while maintaining high operational standards for project protection.
- Organize logistical movements along Layer 3 areas and coordinate contractors' convoy organization and related escort movements.
- Ensure all project-related socioeconomic activities receive appropriate security support and up-to-date security awareness information.
- Oversee socioeconomic and stabilization activities in specific Layer 3 areas.
- Report on security situations and threat escalations as necessary.
- Ensure rules and regulations in accordance with security SOPs are in place for all contractor staff.
- Assess security conditions along roads in close contact with the security department.
- Work closely with local authorities, local populations, state security, private security forces, and contractors daily.
- Continuously evaluate the security threat level in the area of operations.
- Adhere to HSE systems and ensure all work is 100% safety compliant.
- Create and promote a safety culture at all levels for security-related projects.
- Ensure compliance with the Voluntary Principles of Security and Human Rights (VPSHR) and conduct regular information sessions for relevant personnel.
- Report any VPSHR incidents directly to management.
- Create daily reports on all activities and incidents.
- Oversee the protection setup to secure the area of operations in accordance with security protocols.
- Monitor and report on consumption rates (food, fuel, water, and other consumables).
- Encourage convoy personnel to comply with project rules and regulations, particularly regarding HSE and community relations.
- Ensure contractors respect and abide by security regulations and that convoys are set up and rolled out according to these rules.
- Assess daily threat levels for travel areas and staging posts, reporting daily to management on road safety for convoys.
Context and Environment
- Rotational back-to-back position based in Cabo Delgado province, Mozambique, often in isolated locations.
- Work in tropical conditions, which can be uncomfortable and require long hours.
- High-risk malaria zone; individuals must take necessary precautions.
- Camp accommodation, food, and essentials provided; 24/7 availability may be required for emergencies.
- Security situation is elevated; movement is restricted to camp and work areas.
Accountabilities
- Ensure successful implementation of Layer 3 security for all logistics movements.
- Ensure adherence to the Voluntary Principles of Security and Human Rights.
- Compile accurate and up-to-date reports on equipment and supplies at camp/staging locations.
- Maintain clear and accurate information flow regarding security situations and threat escalations.
- Liaise daily with deployed military contingents to ensure adherence to Joint Task Force Standard Operating Procedures for all camps and staging posts.
- Report on all contractor-related issues in accordance with established rules and SOPs.
Requirements
- Fluent in English, Portuguese, and Swahili; knowledge of local languages is an advantage.
- No criminal record.
- Basic computer skills and experience with Windows systems.
- Basic high school diploma.
- Military or police background (minimum Senior NCO).
- Experience working with military and police personnel.
- Valid driver's license and passport.
- Strong, hands-on experience in border operations within Tanzania is required.
- In-depth knowledge of the Tanzanian border environment, local security dynamics, and operational frameworks.
- Familiarity with regional context, stakeholders, and on-the-ground coordination in Tanzania is highly valued.
