About the Project

A world-scale onshore LNG development in Northern Mozambique is underway, featuring two liquefaction trains, LNG and condensate storage, marine export facilities, utilities, and associated site infrastructure. The project is in its construction phase with a large multinational contractor workforce on site.

Role Overview

Seeking a senior QA/QC professional to take discipline ownership of all surface protection, thermal insulation, and passive fire protection quality activities at site. You will be the focal point and senior technical authority for surface preparation, protective coating, thermal insulation (hot and cryogenic service), and passive fire protection (PFP), ensuring compliance with all project and code requirements.

Key Responsibilities

  • Review and approve Contractor/Subcontractor quality plans, ITPs, application and installation procedures, and applicator qualification schemes for coating, insulation, and PFP.
  • Ensure compliance with applicable codes and standards (NACE/AMPP, ISO 12944, ISO 8501/8502, ISO 19840, SSPC, ASTM, UL 1709) and project cryogenic insulation specifications.
  • Supervise all discipline inspection activities at site: surface preparation, environmental conditions, WFT/DFT, adhesion, and holiday testing.
  • Oversee cryogenic and hot-service installation, including thickness, joint staggering, vapour and weather barriers, jacketing, banding, and expansion joints.
  • Oversee PFP application on structural steel and vessel skirts in defined fire zones, ensuring substrate and primer compatibility, mesh reinforcement, thickness verification, curing, and topcoat sealing.
  • Manage critical interfaces: paint-after-weld, PFP-after-hydrotest, and coating-before-insulation sequencing.
  • Verify applicator and inspector qualifications and authorise only qualified personnel.
  • Ensure material traceability, storage, and shelf-life control for coating, insulation, and PFP materials, including receipt inspection of manufacturer certificates and third-party fire test reports.
  • Lead the resolution of technical queries and Non-Conformance Reports, including root cause analysis, corrective action plans, and rework procedures.
  • Champion HSE in discipline activities, including chemical safety, respiratory protection, confined-space spray application, blast-dust exposure, work at height, and hot work near coated areas.
  • Monitor discipline performance, produce daily/weekly/monthly reports, and contribute to project quality KPIs and lessons learnt.
  • Support the use of digital coating and inspection tracking tools, ensuring data quality for commissioning integration and final dossier handover.

Requirements

  • Education: Bachelor's degree in Engineering (Chemical, Materials, Mechanical, or Corrosion preferred) or equivalent, with post-qualification specialisation in QA/QC, Inspection, Corrosion, Coatings, or PFP. Formal training in quality management systems is a plus.
  • Experience: Minimum 15 years in coating, insulation, and/or PFP QA/QC, including at least 8 years in supervisory or lead roles on major Oil & Gas or LNG projects.
  • Certifications: NACE/AMPP CIP Level 2 or 3 (or BGAS-CSWIP Level 2/3) is mandatory. ICorr Insulation Inspector, PFP manufacturer-specific training, and CUI/Cathodic Protection qualifications are highly desirable.
  • Technical Know-How: Experience with cryogenic insulation systems (PIR/PUR, cellular glass, perlite), PFP systems (epoxy intumescent, cementitious), CUI and external stress corrosion cracking mitigation on stainless steel, and sequencing with welding and hydrotest.
  • Languages: Excellent written and spoken English. Portuguese or French is an asset.
  • Personal Qualities: Recognised technical authority able to influence contractor practices; strong HSE leadership; continuous improvement mindset; clear communicator across multidisciplinary, multinational teams; prior IOC project experience and experience in sub-Saharan Africa are advantages.

Technical Requirements

  • Coating Inspection Certification: NACE/AMPP CIP Level 2 or Level 3, or BGAS-CSWIP Level 2/3 Painting Inspection certification, in date.
  • Relevant Experience: Minimum 15 years' experience in coating, insulation, and/or Passive Fire Protection (PFP) QA/QC, including at least 8 years in a supervisory or lead role within Oil & Gas.
  • Cryogenic Insulation Expertise: Hands-on QA/QC experience with cryogenic insulation systems including PIR/PUR, cellular glass, and perlite, with knowledge of vapour barriers and sealing continuity.
  • Passive Fire Protection Systems: Strong QA/QC experience with epoxy intumescent, cementitious, and subliming PFP systems, including UL 1709 / ASTM E1529 fire-tested systems. Manufacturer training is preferred.
  • Surface Preparation & Coating Standards: Strong working knowledge of ISO 8501/8502, including ISO 8502-3/4/6/9, SSPC-SP series, NACE SP0198/SP0188, ISO 12944, ISO 19840, SSPC-PA 2, and ASTM D4541/D4417.
  • CUI / ESCC Mitigation: Experience specifying and inspecting coatings under insulation on stainless steel, with strong understanding of Corrosion Under Insulation (CUI) and External Stress Corrosion Cracking (ESCC). NACE CUI qualification is desirable.
  • Interface & Sequencing Management: Proven experience managing paint-after-weld, coating-before-insulation, and PFP-after-hydrotest interfaces, coordinating closely with Welding, Mechanical, and Commissioning teams.
  • Contractor QMS Oversight & NCR Management: Experience reviewing and approving quality plans, ITPs, application procedures, manufacturer documentation, and applicator qualifications, including leading NCR root-cause analysis and corrective actions on EPC projects.
  • Material Traceability & Chemical Safety: Experience controlling paint batches, curing agents, shelf life and storage conditions, coordinating third-party fire-test reports, and managing HSE risks associated with isocyanates, epoxies, solvents, confined-space spraying, and blast dust.
  • Data-Driven Reporting & Digital Tools: Experience producing daily, weekly, and monthly discipline reports and KPIs covering DFT compliance, holiday rates, adhesion pass/fail, PFP thickness, and insulation rework, with proficiency in coating-tracking and DFT data-logging systems.
