Job Description - Information Management Systems Specialist

Responsibilities:
1. Ensure effective implementation and stewardship of the Tag Management System, procedures, and data verification tools, including interface with contractors to deliver data integrity.
2. Perform data validation and reporting to monitor data integrity and consistency of work done by contractors.
3. Ensure fitness-for-purpose of data through execution of data validation and verification as appropriate.
4. Ensure all activities are undertaken in compliance with Safety, Health, Environment and Quality policies, regulations, and standards.
5. Review the Tag Management System process/procedures and recommend appropriate actions for implementation, customization, and troubleshooting.
6. Perform short-term and ad hoc analysis related to tag reservation by end users.
7. Monitor and evaluate the effectiveness of the updated Tag Management System after implementation, and continuously refine and optimize as necessary.
8. Establish a robust change management process to facilitate the smooth transition from the current system and procedures to updated versions, including appropriate training and communication to affected stakeholders.
9. Implement a contingency plan in case any unforeseen issues or challenges arise during design updates or implementation, to minimize potential risks and disruptions.
10. Maintain the data/taxonomy gateway, ensuring all data/taxonomy collections are validated and published via the Tag Management System.
11. Validate correctness and completeness of data collection from major projects and contractors.
12. Work closely with each major project team to ensure that contractors and vendors understand the data requirements, and ensure that subsequent data collection is appropriately captured for successful transfer to the project database, for both qualitative and quantitative aspects.
13. Work closely with IT and related stakeholders to customize and restructure the system to ensure it meets end-user requirements and is fit-for-purpose.
14. Carry out verification and validation of the data at appropriate stages of the project life cycle, ensuring consistency and quality of the data is aligned with progress of the project phase.
15. Provide technical support to all assets to ensure asset registry integrity.
16. Manage/administer the end-to-end Tag Management System related processes.
17. Review drawings, materials submittals, and packages related to the Tag Management System.
18. Attend meetings and technical workshops related to the Tag Management System.
19. Ensure that project deliverables meet company policies and procedures.
20. Perform integrity checks and all administrative tasks related to the Tag Management System.
21. Monitor and supervise activities related to the Tag Management System and recommend projects/suggestions to ensure efficient and reliable operations.
22. Review and develop equipment numbering strategies to ensure continuity of service and optimum performance of systems.
23. Ensure that project management teams and contractors are delivering tags according to company standards, requirements, and policies and procedures.
24. Ensure that all taxonomy/tag numbers are kept up to date in the Tag Management System.
25. Carry out activities related to major projects for modifications and improvements to the existing Tag Management System and its processes.
26. Act as the focal point for Tag Management System engineering matters and provide expert technical advice to management and other departments/divisions as required. Troubleshoot complex system problems and recommend sound and cost-effective solutions as issues arise.
27. Support Safety, Environment and Quality policies and programs, and carry out specific duties and responsibilities related to the job as defined in management system documentation, policies, procedures, manuals, and other related documents.
28. Meet the requirements of the company's business plan and objectives.
29. Coordinate with subject matter experts to execute procedure updates, ensuring all formal approvals are captured and archived for future audit and traceability.
30. Develop and maintain analytical dashboards to monitor handover milestones, data readiness, and KPI metrics.
31. Plan and deliver targeted training sessions to end users and stakeholders on updated procedures and system handover workflows.


Qualifications and Requirements:
1. Bachelor's degree or Diploma in Engineering or Computer Science.
2. 10 years' experience associated with information management and system handover within the oil and gas construction industry.
3. Knowledge of engineering design systems, preferably relevant industry-standard platforms.
4. Experience in using enterprise resource planning, document management, and business intelligence tools.
5. Familiarity with relevant industry standards for information and handover.
6. Experience in managing large-scale projects with complex tagging requirements, including successful implementation and integration of data management systems.
7. Full understanding of the EPC execution of data management, including the various phases, deliverables, and quality assurance processes.
8. Strong coordination skills and extensive quality experience in responsible roles on major oil and gas engineering and construction projects.

10. Knowledge of Electronic Document Management Systems.
11. Experience with conducting audits and assessing process-driven quality systems.
12. Very good written and spoken English.
13. High computer literacy in both office and technical/engineering applications.
14. Very strong team working skills, with the ability to interact effectively with a wide range of stakeholders.
15. Proven technical background with specific familiarity in gas plant operating environments and equipment.
