Qualifications
- Higher National Diploma (HND) or Diploma in Instrumentation and/or Electrical and/or Mechanical from a recognized university
- Extensive commissioning experience in the oil and gas industry
- Strong skills in construction management, effective communication, and conflict resolution
Experience
- 8 to 12 years of experience in relevant construction and installation activities in the oil and gas industry
- Experience in steel structure installation and commissioning for offshore projects
- Solid knowledge of piping and mechanical installation and commissioning
- Strong understanding of lifting activities, including assessment of lifting plans and lifting operations
- Experience implementing construction industry best practices, systems, processes, and standards
- Strong understanding of construction techniques for various types of work, especially construction and commissioning activities in greenfield and brownfield environments and wellhead jackets
- Exposure to work in associated disciplines
- Computer literate with good communication and writing skills
- Excellent knowledge of industry engineering standards, quality control, safety, and environmental awareness
- Excellent ability to interpret and review method statements, lifting plans, inspection and test plans, construction schedules, and drawings
- Ability to identify potential bottlenecks/problems and propose effective solutions
- Ability to supervise, cooperate, and coordinate with multinational and multicultural contractor workforces
Key Responsibilities
Construction Supervision and Management
- Monitor, control, and report contractor performance, manpower deployment, plant and equipment movements, and construction slippages
- Supervise and approve construction activities and coordinate various aspects of project construction, including material, work, and testing inspections in fabrication yards
- Ensure all construction works are completed in accordance with approved standards and consistent with contract specifications
- Maintain a daily record of progress, including special comments, and report anomalies or contractual deviations by contractors with recommended corrective actions
- Take responsibility for all matters outside normal working hours during construction phases
- Accountable for effectively managing site construction activities leading to construction and pre-commissioning in line with company policies and procedures
Planning, Coordination, and Interface
- Conduct daily and weekly meetings with contractors involving all discipline supervisors, QA/QC inspectors, and HSE advisors to address and resolve issues hindering progress
- Review contractors construction plans, schedules, method statements, and procedures, including offshore logistics
- Liaise with senior discipline engineers throughout all phases of the project for all construction-related matters, including input during detailed engineering and procurement stages
- Participate in reviewing detailed design drawings, method statements, material requisitions, and material receipt inspections
- Coordinate material submissions and working drawings from contractors and process documentation as required
- Coordinate mobilization and demobilization of contractors, subcontractors, and vendors to offshore sites following contract award
- Interact and interface regularly with other contractors, projects, and departments to identify and resolve all construction-related matters, especially liaising with production and maintenance departments
Risk, Quality, and Safety
- Act as the construction risk management representative, identifying construction risk events, assessing effects and consequences, proposing mitigation measures, and ensuring implementation at site
- Monitor and control company work permits to ensure contractor compliance with conditions set on consolidated work permits
- Ensure adherence to engineering standards, quality control, safety, and environmental requirements
Progress and Performance Monitoring
- Review and submit daily and weekly construction progress reports for assigned work scopes and verify contractor progress statements for accuracy
- Alert the project management team of anticipated construction slippage, provide input on corrective actions, and assist in implementing them
Commissioning and Handover
- Coordinate mechanical completion walkdowns, pre-commissioning, and commissioning activities with contractors, vendors, and end users
Decision-Making Authority
- Under general supervision of the Head of Construction, initiate decisions on project issues within the framework of contractual documents and company procedures, in close coordination with the project team
