JOB PURPOSE
- Lead the implementation of a robust and effective marine safety, quality assurance and compliance process for offshore marine spreads operating within defined project groups, in accordance with marine operations procedures, in collaboration with project management teams, operations marine personnel and third-party marine warranty surveyors.
- Provide a consistent and standardized approach for managing marine units safety and quality assurance through reviews and analyses of marine technical and operational challenges to develop, recommend and implement effective solutions.
- Guide and support project teams with subject matter expertise and industry best practices.
- Support marine incident management, reporting and investigation processes, identify trends and drive continual improvement.
REPORTING RELATIONSHIPS
Reports to: Execution Support Manager
Direct reports: None
Frequent interaction with project management teams, offshore operations, HSE, engineering, construction, transportation and installation teams, contractors, marine vendors, subcontractors, marine warranty surveyors, regulatory authorities and port authorities.
KEY ACCOUNTABILITIES
1. Lead marine safety, quality assurance and compliance for offshore marine activities in accordance with internal procedures, international regulations, classification society, flag state and local requirements.
2. Act as focal point for marine assurance including vessel suitability assessments, marine assurance inspections, audits, marine warranty surveys and DP assurance.
3. Coordinate interfaces between project teams, marine operations and contractors to ensure safe and efficient execution.
4. Develop effective communication between project stakeholders including EPC contractors, vessel owners and third parties.
5. Lead marine incident reporting, investigations, root cause analysis and corrective actions.
6. Implement lessons learned processes across marine activities.
7. Support emergent marine situations and provide technical guidance.
8. Promote strong marine safety leadership and participate in risk assessments.
9. Review transportation and installation technical deliverables where required.
10. Coordinate marine assurance activities including vessel suitability surveys and DP audits and maintain inspection records.
MINIMUM REQUIREMENTS
Qualifications
- Bachelor's degree in science, marine discipline or engineering, or Marine First Class Certificate of Competency.
Knowledge and Experience
- Minimum 10 years seagoing experience including at least 2 years as Chief Engineer or Master.
- Experience managing offshore marine units in the oil and gas industry.
- Extensive knowledge of offshore installation, heavy lift, transportation, pipe/cable lay, jack-up accommodation barges and dive support vessels.
- Knowledge of Dynamic Positioning systems, DP FMEA, proving trials, annual DP trials and ASOG/CAM.
- Marine safety, quality assurance and compliance experience.
- Strong knowledge of IMO, SOLAS, MARPOL, ISM Code and other international maritime regulations.
- Middle East experience advantageous.
- Previous Marine Warranty Surveyor and marine consultancy experience advantageous.
- IMCA accreditation preferred.
