HSE Offshore Representative

Location: Paramaribo, Suriname (Offshore Suriname Block 58)
Contract Type: Contract Position
Work Pattern: Rotational offshore - 35 days on / 35 days off
Start Date: February 2027 (Estimated)
End Date: 31st December 2028 (Extension Possible)

Key Responsibilities

  • Act as the project representative onboard installation vessels, monitoring and supervising HSE activities performed by contractors and subcontractors.
  • Ensure application of contractual and technical HSE requirements and promote a strong safety culture onboard installation vessels.
  • Provide HSE supervision for offshore operations onboard J-Lay, S-Lay, PLSV, and MSV vessels.
  • Serve as the HSE focal point onboard the vessel, including during emergency situations.
  • Provide daily reporting to the SURF Installation Manager and Deputy.
  • Demonstrate exemplary behaviour regarding ethics, the Code of Conduct, and H3SEQ rules, promoting their implementation across the project team.
  • Maintain awareness of requirements and applicable international standards, liaising with the Operation Safety Leader regarding changes.
  • Develop HSE-specific worksite or construction-yard instructions as required.
  • Review contractor and subcontractor HSE documentation and verify implementation.
  • Promote and verify implementation of the Project HSE Plan and procedures by the construction team.
  • Verify that contractors and subcontractors meet their contractual commitments and execute activities safely in accordance with specifications, designs, and codes.
  • Participate in kick-off meetings with contractors and subcontractors.
  • Perform routine and random daily HSE inspections and track completion of corrective actions.
  • Report anomalies, violations, and unsafe practices immediately.
  • Interface with the construction team and contractor HSE authorities on HSE matters.
  • Attend daily meetings, Tool Box Talks, HSE Committee meetings, Safety Tours, and relevant HSE audits or visits.
  • Provide regular HSE inspection and activity reports and support implementation of corrective actions.
  • Participate in safety campaigns and initiatives, coordinating with the Operation Safety Leader for consistent HSE supervision.
  • Track contractor anomalies, incidents, and accidents, maintaining HSE performance indicators for project activities.
  • Advise the construction team, support resolution of HSE issues, and implement effective methods for day-to-day HSE supervision.
  • Implement management decisions and maintain close communication with the Operation Safety Leader regarding HSE concerns and challenges.
  • Verify completion of accident and incident investigations, including root-cause analysis, and implementation of recommendations.
  • Maintain confidentiality of documentation within the role's area of responsibility.
  • Promote HSE culture and applicable local and international HSE rules onboard the vessel.
  • Record Synergi cases and follow up on actions with the Project HSE Lead.
  • Prepare the HSE section of the Daily Drilling Report, including statistics and highlights, and manage HSE performance statistics.
  • Prepare weekly reports and consolidate monthly statistics for validation.
  • Propose HSE improvements and validate initiatives, programmes, and presentation material.
  • Work closely with the onboard HSE Supervisor and participate in daily and task-specific meetings.
  • Attend all vessel inductions and present HSE messages.
  • Ensure anomaly cards are recorded and actions are closed.
  • Implement HSE campaigns and Golden Rules programmes onboard, including monthly communications, posters, and presentations.
  • Participate in weekly safety meetings and present relevant HSE information.
  • Audit HSE documentation onboard, including Permit to Work documentation.
  • Witness work activities, carry out regular vessel inspections, and participate in hygiene and OMT inspections.
  • Collaborate closely with the vessel contractor's onboard HSE team.

Requirements

  • Engineer or Offshore Supervisor with at least 15 years of oil and gas experience, particularly in SURF activities.
  • Knowledge of requirements and specifications relevant to the role.
  • Knowledge of Surinamese offshore regulations covering marine operations, environmental requirements, and natural resources.
  • Deep knowledge of SIMOPS and HSE rules.
  • Experience supporting a major EPCI project.
  • Ability to identify, analyse, and resolve HSE, technical, procurement, transportation, storage, preservation, engineering, construction, quality, schedule, and cost issues.
  • Construction background and strong communication skills.
  • Ability to work effectively within a team and accept significant responsibilities.
  • Commitment to safety and environmental requirements.
  • Sufficient technical understanding of the disciplines involved in the work.
  • Strong organisational skills, a positive attitude, and the confidence to raise and defend positions in accordance with contract requirements.
  • Fluent spoken and written English.
Required Offshore Operations Knowledge:
  • Riser pull-in and pull-out operations.
  • Flexible-lay operations.
  • Rigid pipelay operations.
  • Riser construction, including lazy-wave and steel hybrid riser configurations.
  • Subsea-structure installation.
  • Practical experience onboard rigid-lay vessels, PLSVs, and offshore support vessels.

Mandatory Training and Certification

  • BOSIET, T-BOSIET or FOET, as applicable.
  • Technological Risk Awareness training.
  • Cause Tree Analysis training.
  • Golden Rules training.
  • Valid offshore fitness-to-work certificate, such as OGUK.
  • Seaman's book.
  • CA-EBS OPITO certification.
