Construction Supervisor (Electrical & Instrument)

Key Responsibilities
- Act as the representative on board offshore facilities/contractor marine spread at offshore locations, responsible for project-related activities.
- Communicate and liaise with asset holders for site access and preparation requirements for construction activities and hot works.
- Supervise contractors during the execution of Electrical, Instrumentation, F&G, DCS, ESD, and Telecom related construction activities at offshore construction sites.
- Participate in reviewing detailed design drawings, method statements, and material receipt inspections.
- Supervise, monitor, check, and perform E&I and telecom material receipt inspections in accordance with drawings, standards, and specifications. Raise damage and/or missing material reports as needed.
- Prepare required work permits as Permit Applicant and ensure all stipulated e-PTW system requirements are adhered to by contractor personnel for execution of identified work.
- Attend daily meetings with the asset holder for planning of works and reporting of progress/constraints.
- Coordinate with the contractor representative for offshore logistics, including movement of personnel and material for execution of work as per agreed schedule.
- Review contractor's construction plans, schedules, method statements, and Job Hazard Analyses (JHAs).
- Liaise with Contractor, PO, and station HSEQ personnel to ensure required surveillance construction/installation works are carried out in line with approved HQSE procedures.
- Monitor construction activities to ensure works are in line with approved procedures and AFC drawings.
- Check and ensure that all construction works are completed in accordance with approved standards and consistent with contract specifications.
- Supervise and approve contractor E&I activities, including but not limited to cable pulling, termination, glanding, loop shooting, Meggering, cabinet installation, field instrument installation and testing at contractor's yard, production stations, and offshore locations.
- Perform and witness inspections based on approved Inspection and Test Plans (ITP) and certify the completion of works.
- Sign inspection test records and quality control forms.
- Carry out punch list walk-throughs, raise punch items, and close them in coordination with the originator and contractor.
- Review and approve the Mechanical Completion Certificate (MCC).
- Maintain a daily record of progress, noting special comments. Report work anomalies or contractual deviations committed by contractor personnel and recommend corrective actions.
- Review and forward to management daily and weekly construction progress reports for assigned projects and verify contractor's progress statements for accuracy.
Requirements
- Higher National Certificate (HNC), Higher National Diploma (HND), or Diploma in Instrumentation, Electrical, or Mechanical from a recognized university, with extensive commissioning experience in Oil & Gas projects.
- Minimum of 8 to 10 years' experience in relevant construction and installation activities in oil & gas industry projects.
- Experience in telemetry installation and commissioning.
- Experience in the implementation of construction industry best practices, systems, processes, and standards.
- Understanding of construction techniques for various types of work, especially construction and commissioning activities in brown fields and Well Head Jackets.
- Good skills in construction management, effective communication, and conflict resolution.
- Exposure to works by associated disciplines.
- Experience in Electrical, Telecom, Telemetry, and Telecom disciplines of Oil & Gas offshore projects.
- Computer literate with good communication and writing skills.
- Excellent knowledge of industry engineering standards, quality control, safety, and environmental awareness.
- Excellent ability to interpret and review method statements, inspection and test plans, construction schedules, and drawings.
- Ability to highlight potential bottlenecks/problems and suggest solutions.
- Ability to supervise a multi-national and multi-cultural contractor workforce.
