Title: Batch 1 Brownfield Commissioning Site Lead

SITUATION IN ORGANIZATION
Manager N+1:

ACCOUNTABILITIES
· To lead the Batch 1 Brownfield Project Company Commissioning Team, to assist and supervise the EPCIC Contractor activities linked to the commissioning of brownfield scope in both preparation and execution phases onshore and offshore.

JOB DIMENSIONS
The candidate will manage teams of commissioning discipline leads/supervisors for brownfield scope and an ICAPS/completion coordination team and interface with both construction and field operations teams.
Staff supervised: up to 3 commissioning discipline leaders.
Areas of impact: Project safety performance, project planning (First Oil date) and plant availability (operational performance).

ACTIVITIES

EPCIC COMMISSIONING ENGINEERING PHASE
· Review and approve the commissioning management procedures (pre-commissioning and commissioning witnessing procedures, transfer of operation and maintenance procedure).
· Review and approve the commissioning technical procedures (relief valves testing procedure, instrument loop testing procedure, critical valve passing test procedure).
· Review and approve the operational test procedures and leak test packs prepared by subcontractors (including ICAPS database).
· Review technical requisitions documents including commissioning scope (training, commissioning spares parts, special tools, VDR, schedule, vendor mobilization plan).
· Assist with HAZID, cybersecurity risk assessment, HAZOP, SIL, Ex inspection / audit, and 3D model reviews.
· Coordinate the activities of the company commissioning team mobilized during this period.
· Participate in or ensure commissioning participation in FAT of major/critical equipment as required.
· Prepare the overall commissioning plan.

EPCIC COMMISSIONING EXECUTION PHASE (ONSHORE + OFFSHORE)
· Promote and ensure safety within the brownfield commissioning activities and verify that safety procedures and permit to work system are implemented by the contractor commissioning team.
· Witness and monitor the pre-commissioning activities performed by the contractor and review/accept all Ready for Commissioning (RFC) dossiers.
· Control all commissioning activities performed by the contractor.
· Ensure proper control of commissioning activities (progress vs planning, punch list follow-up) and recommend any necessary corrective actions.
· Report immediately any unexpected event that may impact the commissioning or start-up of the platforms.
· Review and approve the commissioning dossiers (AOC) after completion of commissioning activities and sign the AOC.
· Review and approve the transfer and operation maintenance dossiers (TOM).

CONTEXT AND ENVIRONMENT

The scope of activities concerns brownfield activities on existing offshore platforms and associated integration works. These include:
· Integration works involving modifications on existing platforms and bridges.
· Modifications to include access platforms, valves, ignition panels, and associated safety/protection systems.
· Installation and commissioning of both early production and post-early production phases.

All activities will be executed across international sites for engineering, worksite activities, and offshore site activities.
This project requires complex interfaces with other entities and operates in a brownfield environment designed on a different basis, with minimum coherence to ensure smooth future operations.
EPCIC onshore execution will take place at contractor premises.
There is a possibility of multiple worldwide missions for factory acceptance tests follow-up.

QUALIFICATIONS & EXPERIENCE REQUIRED
· Qualification: Bachelors degree or equivalent in engineering.
· Experience: At least 10-15 years experience in the offshore oil and gas industry with a minimum of 8-10 years experience in a management commissioning role.
· Proven track record of leadership and problem resolution.
· Strong interpersonal and good communication skills.
· Available for technical missions worldwide.
· Experienced with general specifications for major operators, OPERCOM and ICAPS, document management systems, and relevant codes and standards.
· Language: Fluent English.
· Computer literate.
· Ability to work on projects in a complex and multicultural environment.
· H2S OPITO and T-BOSIET trainings.
