Civil Site Engineer (Power Generation)

Location: Malaysia

Position Summary

We are seeking an experienced Civil Site Engineer to join the owner's engineering team supporting a major power generation project in Malaysia.

Acting as the owner's representative, you will oversee civil construction activities on site, ensuring work is delivered safely, on schedule, within quality requirements, and in compliance with approved engineering standards. This is an excellent opportunity to work on a high-profile project alongside multidisciplinary engineering teams and contractors.

Key Responsibilities

Construction Supervision

  • Supervise civil construction activities to ensure compliance with engineering drawings, specifications, applicable standards, and project requirements
  • Monitor contractor performance and provide technical guidance throughout construction
  • Verify construction activities are completed in accordance with approved methods and quality standards
  • Resolve site technical issues in coordination with engineering and project teams

Quality Assurance & Control

  • Act as the owner's representative during inspection, witness, and hold points
  • Verify contractor compliance with Inspection and Test Plans (ITPs), quality documentation, and approved procedures
  • Identify non-conformances and support timely implementation of corrective actions
  • Monitor quality performance and ensure compliance with project requirements

Health, Safety & Environment

  • Monitor contractor compliance with project HSE requirements
  • Identify unsafe conditions and issue safety observations where necessary
  • Promote a strong safety culture across all construction activities
  • Ensure work is carried out in accordance with project and regulatory safety standards

Project Coordination

  • Attend daily, weekly, and monthly coordination meetings with contractors, consultants, and project stakeholders
  • Coordinate civil activities with mechanical, electrical, and multidisciplinary engineering teams
  • Liaise with the engineering office in Kuala Lumpur to resolve technical queries and support project delivery
  • Assist in maintaining construction progress and resolving interface issues

Reporting

  • Maintain detailed daily site diaries and construction records
  • Contribute to weekly and monthly progress reports
  • Report construction progress, quality concerns, safety observations, and technical issues to project management

Team Collaboration

  • Work closely with the Site Manager and the owner's engineering team
  • Support effective communication between site personnel, contractors, and engineering teams
  • Contribute to successful multidisciplinary project execution

Requirements

  • Bachelor's degree in Civil Engineering preferred
  • Diploma holders with significant relevant experience will also be considered
  • Minimum 10 years of civil engineering experience, including significant construction supervision experience
  • Proven experience on power generation projects
  • Experience with thermal power plant construction is highly desirable
  • Strong understanding of civil construction methods, quality assurance systems, and HSE requirements within heavy industrial projects
  • Experience representing owners, consultants, or EPC/EPCM organisations during construction is advantageous
  • Strong communication, coordination, and stakeholder management skills
  • Good reporting and documentation skills
  • Ability to work effectively within multidisciplinary and multicultural project teams

Preferred Experience

  • Experience on large EPC or EPCM power generation projects
  • Previous experience as an owner's representative or owner's engineer
  • Experience on heavy industrial or thermal power generation facilities
  • Familiarity with construction quality management and contractor oversight

Additional Information
