HVAC Commissioning Lead

Location: Doha, Qatar, with assignments in China and offshore Qatar (rotation required)

Overview

An opportunity is available for an experienced HVAC Commissioning Lead to support the commissioning of multiple new offshore wellhead platforms. The successful candidate will lead HVAC commissioning activities throughout the preparation and execution phases, ensuring systems are commissioned safely, efficiently, and in accordance with project specifications and commissioning schedules.

The role involves close collaboration with EPCIC contractors, commissioning teams, vendors, and multidisciplinary engineering teams across fabrication yards and offshore installations.

Key Responsibilities

Commissioning Preparation

  • Lead HVAC pre-commissioning and commissioning preparation activities in accordance with project requirements
  • Review contractor commissioning documentation, including commissioning procedures, operational test procedures (OTPs), Ready for Commissioning (RFC) packages, and commissioning databases
  • Ensure commissioning documentation, reporting systems, punch lists, and technical records are complete and aligned with project requirements
  • Support preparation and review of commissioning plans, schedules, and execution strategies
  • Coordinate interfaces between engineering, construction, commissioning, operations, and contractors
  • Verify the availability of commissioning spare parts, tools, consumables, and specialist equipment
  • Attend Factory Acceptance Tests (FATs) where required

Commissioning Execution

  • Lead HVAC commissioning activities from Ready for Commissioning (RFC) through to final system completion
  • Monitor contractor commissioning activities using recognised commissioning methodologies and commissioning management systems
  • Ensure commissioning activities are completed in accordance with approved schedules and project milestones
  • Supervise commissioning supervisors during both onshore and offshore project phases
  • Monitor vendor commissioning activities, including Site Acceptance Tests (SATs), Operational Test Procedures (OTPs), punch list close-out, documentation updates, and reporting
  • Review commissioning progress, technical documentation, and red-line drawings
  • Ensure commissioning records are maintained in accordance with project and regulatory requirements

HSE & Quality

  • Promote a strong safety culture throughout commissioning activities
  • Ensure contractors comply with project HSE requirements and commissioning procedures
  • Proactively identify and report safety concerns and support corrective actions
  • Ensure commissioning activities comply with quality standards, company procedures, and applicable engineering codes

Stakeholder Coordination

  • Coordinate with engineering, construction, operations, vendors, and other project disciplines to ensure efficient project execution
  • Support interface management across fabrication yards, offshore installations, and operational facilities
  • Provide technical leadership and resolve commissioning issues to minimise project delays

Requirements

  • Bachelor's degree in Engineering or an equivalent technical discipline
  • Minimum 15 years of experience within the offshore oil and gas industry
  • Minimum 10 years of experience in a lead commissioning role
  • Strong experience leading HVAC commissioning activities on offshore facilities
  • Experience supporting EPCIC projects from commissioning preparation through system handover
  • Proven leadership, planning, and problem-solving skills
  • Strong communication and stakeholder management abilities
  • Experience working in complex, multicultural project environments
  • Knowledge of recognised commissioning methodologies and commissioning management systems
  • Good understanding of offshore commissioning procedures, technical documentation, and industry standards
  • Fluent English
  • Computer literate with experience using commissioning documentation and reporting systems
  • Willingness to travel internationally and work offshore on rotational assignments

Preferred Qualifications

  • Experience using ICAPS or similar commissioning management systems
  • Familiarity with OPERCOM commissioning methodology
  • Experience working on offshore wellhead platform developments
  • Previous experience supporting Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), and Operational Test Procedures (OTP)
  • Valid OPITO BOSIET (or T-BOSIET) and H₂S certification
  • Experience working on major offshore EPCIC developments in the Middle East
