System Completion Lead

Job Purpose

Completion and Handover Lead is responsible for the safe and certified transfer of systems from Construction to Commissioning, and from Commissioning to Start-up and Operations for the assigned area. Ensure that all tasks are complete, workable, and aligned with project and design specifications, following commissioning sequence and priorities. Provide leadership and engagement between the EPC contractor and company to successfully deliver within project timelines.

Work Location: Qatar Onshore - Ras Laffan

Working Schedule:

Work hours per day: 8-10 hours/day

Work days per week: 6 days/week

Work days per month: 26 days/month

Leave Rotation:

Single status - 12 weeks on / 2 weeks off rotation

Married status - Residential

Estimated Start Date: ASAP

Contract Term: 36 months (with possibility of extension)

Job Context and Major Challenges

Review and comment on EPC Contractor deliverables associated with completion and punch list documents related to construction, pre-commissioning and commissioning, ensuring alignment with commissioning and start-up sequence and delivery in due time.

Maintain a constructive working relationship with the EPC contractor to ensure safe and flawless execution and delivery of completion system requirements related to construction, pre-commissioning and commissioning works and activities in compliance with contract requirements.

Maintain constructive working relationships with all stakeholders to ensure safe and flawless execution, avoiding conflicts and changes in work.

Scope dimension: 1 Area (Utility, Process, Inlet facilities/offsite or off-plot area), more than 1.5 million check sheets, more than 5000 sub-systems, more than 100,000 punch items.

Key Job Accountabilities

  • Oversee the preparation and review of all documentation related to system completion and handover.
  • Review comprehensive strategies for system completion and handover to achieve milestone due dates.
  • Participate in early coordination mechanisms from construction to pre-commissioning and from pre-commissioning to operations.
  • Monitor the completion system to ensure it is updated, reflecting the agreed limits of systems and that the plan is progressed while maintaining integrity of documentation in line with the commissioning and start-up sequence. Ensure there are no frequent changes of the database to avoid re-work and delays, and manage the proper implementation of management of change where required.
  • Identify potential risks of delay and monitor proper implementation of mitigation strategies and plans to minimize and prevent delay to critical handover milestones. Ensure effective punch list management by the contractor, expediting punch closure to support the handover of sub-systems and systems.
  • Coordinate with the Project Management Team, Quality and Commissioning teams to support efficient system completion and handover processes.
  • Provide day-to-day coordination with EPC Contractor counterpart. Participate in and monitor contractor's skyline subsystem progress while verifying ITR and dossier progress for relevant construction and pre/commissioning managers.
  • Implement lessons learned from other projects to increase effectiveness.
  • Ensure safe and smooth Care, Custody and Control of area handover documentation from contractor to operations.

Qualifications

Bachelor degree in Engineering.

Knowledge and Experience

  • 8 years experience with large projects in construction-related disciplines (e.g., construction, installation, fabrication, execution, completion, hook-up, etc.) in the oil and gas industry, including at least 1 year in a supervisory role (including acting roles or oversight of service/vendor personnel).
  • Strong leadership skills with experience coordinating multi-discipline teams and EPC contractors, and working closely with construction, quality and commissioning.
  • Familiarity with and understanding of systemization, system completion databases, pre-commissioning procedures, punch list databases including SIMOPS.
  • Experience working in large-scale operating organizations in Operations, Projects, Subsurface, etc.
  • Knowledge of compliance with contract requirements including codes and standards, and contract technical specification compliance.

Technical and Business Skills

  • Multi-discipline technical background in the oil and gas industry.
  • Good understanding of Construction, Commissioning, Start-up and Operation phases.
  • Strong teamwork and facilitation skills.
  • Good analytical, organizational and problem-solving skills.
  • Ability to handle workload and manage priorities effectively.
