Qualification
- Diploma level or equivalent is preferred, although candidates with extensive/relevant experience in lieu of qualification will be considered.
Experience
- A minimum of 12 to 14 years' experience in relevant construction and installation activities in projects of the oil & gas industry.
- Experience in steel structure installation and commissioning of Offshore Projects.
- Good knowledge in piping and mechanical installation and commissioning.
- Good knowledge of lifting activities to assess lifting plans and lifting operations.
- Experienced in the implementation of construction industry best practices, systems, processes, and standards.
- Understanding of construction techniques for various types of work, especially construction and commissioning activities in Green, brown fields, and Well Head Jackets.
- Good skills in construction management, effective communication, and conflict resolution.
- Exposure to works by associated disciplines.
- Computer literate with good communication and writing skills.
- Excellent knowledge of industry engineering standards, quality control, safety, and environmental awareness.
- Excellent ability to interpret and review method statements, lifting plans, inspection and test plans, construction schedules, and drawings.
- Ability to highlight potential bottlenecks/problems and suggest solutions.
- Ability to supervise, cooperate, and coordinate with multinational and multicultural contractor workforce.
Key Responsibilities
- Monitor, control, and report Contractor's performance, man-power deployment, plant and equipment movements, construction slippages, etc.
- Conduct daily and weekly meetings with Contractors involving all discipline supervisors, QA/QC Inspectors, and HSE advisors and address/resolve issues hindering progress.
- Act as the construction Risk Management representative to identify Construction Risk events, the effects & consequences, propose mitigation measures, and ensure implementation at site.
- Review and forward to management daily and weekly construction progress reports for assigned projects and verify contractor's progress statements for accuracy.
- Liaise with senior discipline engineers throughout all project phases for construction-related matters, including inputs during detailed engineering and procurement stages.
- Participate in reviewing detailed design drawings, method statements, material requisitions, material receipt inspection, etc.
- Review contractors' construction plans, schedules, method statements, and procedures, including offshore logistics.
- Supervise and approve construction activities and coordinate various aspects of project construction, including material, work and testing inspections in fabrication yard, material submissions, and working drawings from contractor. Process documentation as required.
- Check and ensure all construction works are completed in accordance with approved standards and consistent with contract specifications.
- Coordinate the MCC walk-through, pre-commissioning, and commissioning activities with contractor, vendors, and end users.
- Maintain a daily record of progress, noting special comments. Report work anomalies or contractual deviations by contractor personnel and recommend corrective actions.
- Monitor and control of work permits to ensure contractor compliance with conditions fixed on consolidated work permits.
- Coordinate mobilization and demobilization of contractors, sub-contractors, and vendors to offshore sites following contract award.
- Interact and interface with other contractors, projects, and departments regularly to identify and resolve all construction-related matters, especially liaison with Production and Maintenance departments.
- Under the supervision of Head, Construction, initiate decisions on project issues within the framework of contract documents and established procedures/guidelines, in close coordination with the project team.
- Take responsibility for all matters outside of normal working hours during construction phases of the project.
- Accountable for efficiently managing site construction activities leading to construction, pre-commissioning in accordance with established policies and procedures.
- Alert project management team of anticipated construction slippage, provide inputs for corrective actions, and implement as required.
