Key Responsibilities

  • Lead Operations deliverables within the assigned project from EPC, Brownfield, Greenfield, Commissioning, Start-up, and Handover of the running facility to Asset operations.
  • Develop and execute the Start-up/Shutdown plan and align with other Asset stakeholders if required.
  • Analyse tasks to be completed prior to Start-up/Shutdown and establish key interfaces to ensure a smooth transition from commissioning to Start-up and operational readiness.
  • Lead the start-up organization through the start-up phase until stable operation, making day-to-day decisions to ensure project compliance with relevant standards and procedures.
  • Assist with management of manpower requirements for Start-up/Shutdown activities and ensure technical competency of operations staff.
  • Advise project management, engineering, and construction to ensure Start-up/Brownfield requirements are incorporated to maintain plant operability and personnel safety.
  • Review and endorse key Start-up/Brownfield methods, procedures, and schedules; ensure Operations procedures are developed in line with project timelines.
  • Implement performance reviews for supervised personnel, ensuring they receive appropriate technical assistance and on-the-job training for professional development.
  • Coordinate the close out of operational risks, ensure operational safety, and provide solutions using initiative, standard procedures, and acquired knowledge.
  • Participate in HAZOP, HAZID, cold eye review, start-up readiness audits, and risk assessment studies. Contribute to and report in the incident and near miss investigation process.
  • Lead permit to work (PTW) system for project work in Start-up/Brownfield areas, ensuring safe execution of work.
  • Ensure all activities comply with Safety, Health, Environment, and Quality policies, regulations, and standards.
  • Contribute to the development of Qatari employees for expatriate hires.
  • Observe all company firewall policies and competition laws compliance.

Requirements

  • Education: Bachelor's degree in Engineering or equivalent.
  • Experience: At least 8 years' experience in gas operations, including 3 years in project development activities (commissioning and start-up).
  • Technical and Business Skills:
    • Understanding of operability assurance processes, business planning, business controls, project management, environmental regulations, and safety systems.
    • Strong planning, budget management, and organizational skills.
    • Leadership and consensus-building abilities.
    • Computer literacy, including use of MS Office applications.
    • Experience managing projects with a focus on commissioning and starting up new facilities.
    • Ability to work and make decisions under highly stressful conditions.
