Qualification
- Education: Higher National Diploma (HND) or Diploma in Instrumentation, Electrical and/or Mechanical from a recognized institution, with extensive commissioning experience in Oil & Gas projects.
- Skills: Good skills in construction management, effective communication, and conflict resolution.
Experience
- Minimum 10 to 12 years' experience in relevant construction and installation activities in Oil & Gas projects.
- Experience in steel structure installation and commissioning of Offshore Projects.
- Good knowledge of piping and mechanical installation and commissioning.
- Good knowledge of lifting activities sufficient to assess lifting plans and operations.
- Experience implementing construction industry best practices, systems, processes, and standards.
- Understanding of construction techniques, particularly construction/commissioning in greenfield, brownfield, and Well Head Jacket environments.
- Exposure to associated disciplines; computer literate with strong communication and writing skills.
- Excellent knowledge of engineering standards, quality control, safety, and environmental awareness.
- Excellent ability to interpret and review method statements, lifting plans, ITPs, schedules, and drawings.
- Ability to identify bottlenecks and problems, suggest solutions, and coordinate with multinational/multicultural contractor workforces.
Primary Duties and Responsibilities
- Monitor, control, and report Contractor performance, manpower deployment, plant/equipment movements, and construction slippages.
- Conduct daily and weekly meetings with Contractors, discipline supervisors, QA/QC Inspectors, and HSE advisors to resolve issues affecting progress.
- Act as construction Risk Management representative, identify risks, and ensure mitigation measures are implemented.
- Review and forward daily and weekly construction progress reports, and verify contractor progress statements.
- Liaise with senior discipline engineers throughout project phases, including detailed engineering and procurement.
- Review detailed design drawings, method statements, material requisitions, and material receipt inspections.
- Review contractor construction plans, schedules, procedures, and offshore logistics.
- Supervise and approve construction activities, coordinate material, work/testing inspections, submissions, and drawings.
- Ensure construction works comply with approved standards and contract specifications.
- Coordinate MCC walk-through, pre-commissioning, and commissioning with contractors, vendors, and end users.
- Maintain daily progress records and report anomalies/contractual deviations with corrective recommendations.
- Monitor work permits and contractor compliance.
- Coordinate mobilisation and demobilisation of contractors, subcontractors, and vendors to offshore sites.
- Interface with other contractors, projects, and departments, particularly Production and Maintenance.
- Under supervision, initiate decisions on project issues within contract documents and established procedures/guidelines in coordination with the project team.
- Take responsibility for matters outside normal working hours during construction phases.
- Manage site construction activities leading to construction and pre-commissioning in accordance with established policies and procedures.
- Alert management team to anticipated construction slippage and implement corrective actions as required.
