Project Context

This role supports the safe execution of a major industrial construction project at the SSAB site in Sweden. The HSE Supervisor will work alongside the existing HSE Manager, providing day-to-day support, monitoring, and supervision of occupational health and safety activities across the construction site.
The successful candidate will play a key role in ensuring contractors and subcontractors operate in compliance with project safety requirements, applicable legislation, and company HSE standards, contributing to the overall safety performance and successful delivery of the project.

Role Purpose

To support the Site Management and HSE leadership team by supervising and monitoring all health, safety, and environmental activities on site, ensuring works are executed safely and in accordance with project procedures, local regulations, and client requirements.
The HSE Supervisor will act as a visible safety leader on site, conducting inspections, audits, and safety observations whilst promoting a proactive safety culture amongst all personnel working on the project.

Key Accountabilities

  • HSE Site Supervision
    Monitor construction activities to ensure compliance with project HSE requirements.
    Verify implementation of site safety plans by contractors and subcontractors.
    Conduct regular site inspections and safety observations.
    Identify unsafe acts and conditions and ensure corrective actions are implemented.
    Support the maintenance of a positive and proactive safety culture across the project.
  • Audits & Compliance Monitoring
    Carry out HSE inspections, audits, and compliance assessments.
    Review contractor safety performance and adherence to project procedures.
    Monitor compliance with Swedish regulations and site-specific HSE requirements.
    Follow up on corrective and preventive actions resulting from inspections and audits.
    Assist in the continual improvement of site safety standards and practices.
  • Contractor Management
    Interface with contractors and subcontractors regarding HSE matters.
    Verify that risk assessments and method statements are implemented effectively.
    Ensure personnel are working in accordance with approved procedures.
    Monitor permit-to-work compliance and safe working practices.
    Support contractor safety performance reviews.
  • Safety Meetings & Communication
    Participate in daily coordination meetings and Toolbox Talks.
    Promote HSE awareness amongst all site personnel.
    Communicate safety concerns and recommendations to project management.
    Support safety campaigns and behavioural safety initiatives.
    Assist in delivering safety briefings when required.
  • Reporting & Documentation
    Prepare reports relating to inspections, audits, observations, and incidents.
    Communicate safety findings and recommendations to the SMS Group Site Manager.
    Maintain accurate HSE records and documentation.
    Track corrective actions and monitor close-out activities.
    Support the preparation of HSE performance statistics and reports.
  • Continuous Improvement
    Assist in identifying opportunities to improve site HSE performance.
    Encourage proactive hazard identification and reporting.
    Support incident investigations and root cause analysis activities when required.
    Promote best practice across all construction activities.
    Contribute to the achievement of project HSE objectives and targets.

Day-to-Day Responsibilities

  • Conduct daily site safety inspections and walkthroughs.
  • Monitor contractor and subcontractor compliance with HSE requirements.
  • Participate in Toolbox Talks and safety meetings.
  • Review ongoing construction activities and associated risks.
  • Identify and report unsafe conditions and behaviours.
  • Ensure corrective actions are implemented and tracked to completion.
  • Liaise with site management, contractors, and HSE personnel.
  • Prepare daily and weekly HSE activity reports.
  • Support incident reporting and investigation activities.
  • Maintain project safety documentation and records.
  • Promote safe work practices throughout the site.
  • Support continuous improvement initiatives relating to occupational health and safety.

What You'll Bring

  • Experience
    Minimum 5-10 years of HSE supervision experience on industrial construction projects.
    Proven experience working on large-scale industrial plants, steel plants, manufacturing facilities, energy, EPC, or heavy construction projects.
    Strong background in occupational health and safety management within a construction environment.
    Experience supervising contractor and subcontractor HSE compliance.
    Previous experience working on international project sites is highly desirable.
  • Technical Knowledge
    Strong knowledge of construction health and safety requirements.
    Experience conducting HSE inspections, audits, and risk assessments.
    Familiarity with permit-to-work systems and safe systems of work.
    Understanding of incident investigation and corrective action processes.
    Knowledge of occupational health and safety legislation and best practice standards.
    Ability to identify hazards and implement effective risk control measures.
  • Software & Systems
    Proficient in Microsoft Office applications.
    Experience using electronic reporting and document management systems.
    Ability to prepare clear HSE reports and safety statistics.
  • Communication & Leadership
    Strong communication and interpersonal skills.
    Ability to work effectively with multinational teams.
    Confident in challenging unsafe behaviours and promoting safe working practices.
    Strong organisational and reporting abilities.
    Ability to communicate effectively in English, both written and verbal.
    Italian language skills are advantageous but not essential.
