Senior Helicopter Operations Coordinator (JOC)

Accountabilities

This role is accountable for both the planning and coordination of all offshore personnel movements and helicopter flight scheduling under the JOC, and the coordination of marine activity under the JMPLOC.

Job Dimensions

Works within the JOC to coordinate and schedule helicopter bookings and routings for all offshore personnel, ensuring the best possible service is provided by being on time and obtaining the best optimized travel schedule. Controls all supply and support craft to achieve an efficient and cost-effective service within the JMPLOC.

Key Responsibilities

  • Plan and schedule helicopters and supply vessels in support of all offshore operations, including JV companies, by assessing, calculating, and assigning loads, capacity, operational priorities, and route economy.
  • Liaise and coordinate the timely delivery of materials and cargo between users and contractors to meet ship and aircraft loading schedules, thereby ensuring viability of planned movements. This involves considerable external liaison with contract suppliers, haulers, material handlers, port security, and user departments.
  • Schedule and prioritize deliveries of cement, drilling chemicals, diesel fuel, water, and all other bulk required by offshore locations in order to maintain production and drilling operations.
  • Resolve conflicts in passenger and cargo bookings to offshore locations using computer-based logistics systems, such as overbooked flights and payload issues. Liaise and coordinate new departure schedules between the booking personnel of each company and the heliport to meet the requirements of each company, and ensure that at no single time more than one logistics activity is operating at any offshore location (for example, cargo offloading during helicopter landing).
  • Abstract and collate information from offshore locations and ports on behalf of Qatar Armed Forces aircraft and vessels, including producing daily status reports for the military and organizing fueling, landing, routing through rig protected zones and ports. Use this knowledge to conduct critical safety deconfliction for military assets with JV logistics assets, based upon an assessment of the operational information provided from the military against the scheduled movements of the day.
  • Act as Super-User for the cloud-based logistics IT systems which are critical to the daily management of offshore platforms. Receive calls from users and fix technical issues encountered, or grant new access to the system upon confirming approval with the companys authorized signatory.

Context and Environment

  • Position based within the JOC in the main energy district as determined by the Aviation Lead.
  • Participation in JOC duty roster to cover out-of-hours and weekend duty.
  • Work schedule: 4 days on for 12 hours, followed by 4 days rest. Shift pattern may be day or night shift as directed by management, however will be fixed for the 4 days.
  • During the 4 days rest personnel are on call and subject to recall to work if required; additional off-day or other compensation may be afforded as appropriate.
  • Annual leave and sick leave are granted as per the employing companys entitlement policy.
  • The operational elements in the position require a 24/7 mindset.

Qualifications and Experience Required

  • Education: College or equivalent.
  • Minimum 6 years experience in programming of supply vessels or helicopters or similar operation within the oil and gas industry.
  • Fluent (level 6) in English, both verbal and written.
  • Strong demonstrated understanding of safety risks associated with personnel and cargo movement.
  • Team player showing individual initiative, responsibility, and integrity.
  • Proficient in MS Office.
  • Strong administrative skills.
  • Strong analytical skills.
