Qualification
- HNC, B.Sc., or equivalent in an engineering discipline.
- NEBOSH or equivalent/higher safety qualification; associate membership of a recognized safety institution is preferable.
- Offshore training: TBOSIET and H2S (OPITO approved), Permit to Work (PTW), Job Safety Analysis (JSA) and incident investigation. ISO 45001 and lead auditor training are desirable.
Experience
- Minimum 12 years' experience in project or operational safety onshore/offshore, or offshore Oil & Gas/petrochemical projects, including fabrication yards, offshore platforms, barges, and offshore construction/installation projects.
- Thorough knowledge of safety, health and environmental regulations, standards, procedures, and environmental compliance during offshore construction/installation, plus in-depth experience with company and contractor/subcontractor HSE management systems.
- Excellent communication skills and competency using PCs, MS Office, and relevant software.
- Experience in the Arabian Gulf is desirable.
Primary Duties and Responsibilities
- Monitor activities within onshore/offshore project sites, conduct daily/weekly HSE inspections, and ensure work aligns with approved JSA/JHA, Risk Assessment, Method Statement, and Permit to Work systems.
- Identify and implement hazard/risk reduction measures across contract areas and phases.
- Review Method Statements, JSAs, third-party safety certifications, and other HSE documents submitted by Contractors; report deficiencies to the immediate Supervisor.
- Provide accountable technical HSE support during EPIC stages to ensure contractor compliance with HSE plans, risk registers, policies, procedures, and regulations.
- Ensure adherence to HSE requirements covering fire safety/protection systems, life safety, fire risk assessment, safety studies/reviews, security systems, emergency response, emergency lighting, and communications.
- Provide inputs for Project HSE Performance Monitoring, HSE objectives and initiatives, procedures, guidelines, standards, and policies.
- Monitor compliance with HSE legal requirements, regulatory bodies, national laws, and State of Qatar-ratified conventions/protocols.
- Maintain Project HSE risk register records and support close-out of HSE risks.
- Review contractor HSE documentation and assess contractor Safety Officer CVs/competence before mobilisation.
- Carry out incident investigations and reporting, and follow up preventive/corrective actions.
- Conduct site safety meetings, HSE awareness activities, project safety audits, and follow up corrective actions.
