Qualifications

  • Degree and/or diploma in Electrical, Electronic, or Instrumentation engineering.
  • Experience in quality control within a multi-discipline construction and commissioning environment.
  • Formal training in QC and membership with a recognized chartered or professional institution is preferred.

Experience

  • 10 years' experience in a similar position; experience in the GCC is desirable.
  • Strong working knowledge of QC aspects and testing requirements related to installation, testing, and commissioning of electrical and instrumentation equipment in oil/gas and petrochemical plants.
  • Ability to work effectively with contractors and colleagues in a multidisciplinary, multicultural environment.

Key Responsibilities

  • Implement management system elements relevant to the function.
  • Ensure personal safety and the safety of others affected by project activities; proactively participate in safety matters during project construction.
  • Prevent environmental pollution during the project.
  • Coordinate inspection and test requirements on behalf of the project.
  • Familiarize with project and discipline-specific inspection documentation to ensure understanding of contract requirements.
  • Apply knowledge of international codes and standards (e.g. QCS, NEC, IEC, IEEE, NFPA 70).
  • Implement quality inspection procedures on construction activities, suppliers, and subcontractors to ensure compliance with project specifications.
  • Ensure inspection, test, surveillance, and survey documentation meets project quality plan and requirements.
  • Complete forms and prepare reports on inspections and tests for inclusion in inspection records.
  • Communicate effectively with contractors, third parties, and end users at the appropriate level.
  • Ensure all measuring and testing equipment is calibrated and records are maintained.
  • Assist construction personnel in developing quality documentation, including method statements, work procedures, inspection and test plans, and records.
  • Assist in identifying problems, non-conformances, and proposing corrective and preventive actions.
  • Perform and monitor technical inspections during site/factory acceptance tests for main electrical components such as transformers, switchgears, cables, MCCBs, PLC, MCC, and LCC panels.
  • Liaise with field supervisors and contractors to ensure SATs and E&I tests are planned and performed.
  • Implement QC activities for electrical and instrumentation works on site, including reviewing inspection and test plans, checklists, and RFIs; material receiving inspection; checking installation of equipment and instruments; verifying red-line mark-ups; and witnessing loop checking.
  • Assist in reviewing routine test reports, quality documentation, and inspecting conformity of electrical/instrument equipment delivered to site.
  • Monitor contractor's E&I site activities, including substation grounding system installation and measurements, and material receiving according to quality procedures.
  • Ensure all E&I activities are performed according to project requirements and that tests and reports are prepared, approved, and included in documentation packages.
  • Witness site and laboratory tests related to electrical and instrumentation activities.
  • Monitor that materials and equipment are used according to specifications.
  • Conduct random checks on receiving-inspection of E&I equipment.
  • Check delivery documents against purchase orders, specifications, and material certificates.
  • Reject materials not meeting specifications or lacking authentic material certificates.
  • Follow up on corrective actions to close out non-conformances.
  • Monitor trends of non-compliance and provide feedback on contractor performance.
  • Initiate surveillance and non-conformance reports for approval.
