Cost Control Manager

Role Summary
An experienced Cost Control Manager is required to lead project cost planning, monitoring, forecasting, and performance management for large-scale construction projects. The successful candidate will ensure robust financial control, timely management reporting, and effective commercial decision support.
Key Responsibilities
- Develop and control project budgets, cost plans, forecasts, and cash-flow projections.
- Establish cost-control procedures, cost breakdown structures, reporting systems, and KPIs.
- Apply Earned Value Management (EVM) and analyze cost and schedule performance indicators, estimate-at-completion, and cost/schedule variances.
- Monitor commitments, expenditures, subcontractor costs, variations, claims, and change orders.
- Identify overruns, financial risks, and recovery opportunities, and recommend corrective action.
- Support tendering, commercial evaluations, pricing reviews, and business-development activities.
Requirements
- Bachelor's degree in Civil Engineering.
- Minimum 10 years of relevant experience in cost control, cost estimation, and project financial management.
- Strong practical experience in Earned Value Management (EVM), including cost and schedule performance analysis.
- Demonstrated involvement in business development, tendering, and/or commercial proposal preparation.
- Proven delivery experience on large-scale construction projects within the GCC; KSA experience is strongly preferred.
- Strong capability in budgeting, forecasting, cash-flow planning, cost-to-complete analysis, variance reporting, and risk management.
- Proficiency in relevant cost-control, ERP, and project-management systems.
- Arabic speaker preferred; non-Egyptian candidates preferred.
- Candidates currently based in KSA, or able to relocate within the required joining timeline, are preferred.
