Qualification
- Education: Minimum Higher National Diploma (HND) or Diploma in Mechanical/Materials Engineering.
- Certifications: American Welding Society CWI, CSWIP 3.1 Certified Welding Inspector, or approved equivalent is an advantage.
- ASNT Level II in NDT (VT, MT, PT, RT, UT) is an advantage.
Experience
- Minimum 10 years of experience as a Quality Control Inspector for materials in Oil & Gas projects.
- Minimum 5 years in offshore projects.
- Experience covering pre-fabrication and installation/construction phases, both onshore and offshore.
- Proven ability in inspecting incoming project materials across structural, piping, pipeline, architectural, and mechanical disciplines against purchase orders, packing lists, and project specifications.
- Experience with carbon steels, SS, DSS steels, Monel, Inconel, CRA, GRE/GRP, and CUNI.
- Awareness of material certification such as BS EN 10204.
- Familiarity with QC works by Contractors, Sub-contractors, Vendors, Manufacturers, and ISO 9001:2015 requirements.
- Thorough knowledge of relevant codes such as API, ASME, ASTM, EN, Shell DEP, NACE, and ISO.
Primary Duties and Responsibilities
- Monitor and ensure relevant Method Statements, Inspection Test Plans (ITPs), and Procedures align with the Project Quality Plan and are followed throughout the Project Life Cycle.
- Participate in inspections, surveillance visits, and audits of Contractors, Sub-contractors, Vendors, Manufacturers/Suppliers, TPI, and TPC activities.
- Inspect incoming project materials across structural, piping, architectural, and mechanical disciplines against purchase orders, packing lists, and project specifications.
- Ensure incoming material inspections comply with ITPs, codes, standards, and project specifications.
- Review Material Test Certificates, Material Receiving Inspection Reports, and TPCA/TPIA inspection reports/release notes against applicable standards, and project specifications.
- Record and report discrepancies/deviations and ensure approved TQs/TDRs are in place for material changes/deviations.
- Ensure non-conforming, rejected, and awaiting-inspection materials are clearly labelled, quarantined, and recorded in OS&D records.
- Ensure corrective action is taken to support business continuity through supply chain delivery.
- Witness material mechanical and chemical testing at approved laboratories as required.
- Ensure proper storage, traceability, and handling of project materials and preservation of sensitive materials with an updated preservation register.
- Witness PMI for CRA materials and hardness tests.
- Ensure equipment spare materials and tools are received in accordance with purchase orders/package lists.
- Identify non-conformances and report them for NCR/CAR/Technical Deviation issuance as necessary.
- Review Contractor/Vendor QC documentation including ITPs, Method Statements, and work procedures.
- Verify calibration of measuring equipment used for material inspection.
- Verify Contractor personnel qualification certificates and monitor QC personnel performance.
- Review quality and safety aspects of site works, permits, and statutory/regulatory approvals.
- Provide site QC inputs for daily and weekly reports and participate in QC progress meetings.
- Review Manufacturer Record Books for all received materials.
