Key Responsibilities

  • Ensure compliance with incident-free culture, health, safety, and environmental policies to deliver an incident-free shutdown.
  • Manage preparation and execution teams for offshore construction activities, supervising up to 60 contracted supervisors, foremen, and multi-skilled technicians.
  • Prepare construction works in collaboration with the project team.
  • Plan resources, equipment, tools, and consumables required for offshore construction activities.
  • Maintain daily communication with onshore coordinators for timely preparation and execution reporting.
  • Implement necessary actions to achieve project objectives.
  • Provide daily reports via the Construction Department Construction Coordinator.
  • Ensure safe delivery of work execution at site.
  • Contribute to development of level 4 plans to maintain the critical path.
  • Deliver offshore works with zero punch items.
  • Coordinate and supervise construction teams annually at various field locations.
  • Report offshore construction work progress according to procedures.
  • Liaise with onshore construction coordinators regarding emerging issues during execution.
  • Apply a cost-conscious mindset to all offshore construction activities.
  • Manage interfaces with internal and external stakeholders, including contractors, service, and equipment vendors.
  • Execute construction of projects with budgets up to 1 MUSD.

Activities

  • Adhere to HSE policy and contribute to meeting HSE objectives.
  • Participate in preparation of offshore construction activities, including planning, risk analysis, and design reviews for constructability.
  • Participate in HAZID and risk assessments as required.
  • Ensure timely preparation of Job Safety Analyses for validation.
  • Participate in construction kick-off and preparation meetings.
  • Assist with preparation of isolation plans and related material requirements.
  • Coordinate production and approval of lifting plans.
  • Ensure required procedures are prepared and available prior to starting offshore works.
  • Identify requirements for external services and coordinate mobilization with onshore coordinators.
  • Prepare Permit To Work and organize site surveys as needed.
  • Ensure equipment, materials, consumables, and spares are defined and tracked for availability.
  • Ensure mobilization of materials, equipment, and personnel as per plan.
  • Support preparation of construction plans and input to schedules, including mobilization and demobilization of personnel and equipment.
  • Participate in campaign planning cycles and ensure manpower and accommodation requirements are forecast and implemented.
  • Conduct daily safety tours, toolbox talk audits, and report safety issues promptly.
  • Manage Permit To Work process and lead offshore construction teams for safe and timely execution.
  • Report progress daily and escalate blockers to maintain the critical path.
  • Communicate daily with offshore operations regarding ongoing construction activities.
  • Ensure contractor resources and organization are adequate for the workload.
  • Review and sign off contractors' timesheets.
  • Coordinate with QA leader for all quality matters, including sign-off of MC packages.
  • Deliver consistent documentation for commissioning and construction activities.
  • Assist offshore commissioning team as needed.
  • Deliver construction within scope, quality, and budget as planned.
  • Compile execution data and contribute to project close-out reports.
  • Provide details for as-built dossiers and feedback for cost realization.
  • Participate in lessons learned review meetings and ensure work orders are closed.
  • Archive construction preparation documentation for future reference.
  • Contribute to project close-out dossiers and participate in lessons learned activities.

Requirements

  • Relevant technical and industry experience in oil and gas operations.
  • Relevant trade qualification, international certificate, high diploma/degree, or equivalent in a related field.
  • Minimum 15 years' experience in the offshore oil and gas industry.
  • Advanced skills and knowledge of campaign/shutdown management techniques, preferably in petrochemical, refining, oil & gas exploration, or production industries.
  • Awareness or basic use of planning software tools (e.g., Primavera P6, MS Project).
  • Ability to interpret and review P&IDs, isometrics, vessel GA drawings, and offshore piping layouts.
  • Excellent planning, organizational, and communication skills.
  • Strong leadership skills and ability to work in a multi-disciplined, multi-cultural environment.
  • Fluent in English (listening, writing, and speaking) with technical vocabulary.
  • Self-starter able to work with minimal supervision.
  • Proficient with MS Office, procurement and ERP systems, and electronic document management systems.
  • Offshore safety certifications (BOSIET, H2S, T-BOSIET).
  • Medically fit to work on offshore oil & gas installations.
  • Strong commitment to safety and quality assurance.

Work Schedule

Offshore rotation: 28 days on / 28 days off
