Qualification
- Degree from a recognized university or Diploma in Instrumentation or Electrical/Electronics Engineering with extensive construction-related experience
- Strong skills in construction management, effective communication, and conflict resolution
- Relevant courses in HSE, QA/QC and construction

Experience
- Minimum 15 years overall E&I experience in construction, installation, pre-commissioning and commissioning in the oil and gas industry, including large-scale solar or similar projects
- Extensive experience in large-scale solar (Photovoltaic) projects
- Strong verbal and written communication skills to interface with internal and external departments, agencies, contractors and vendors
- Strong technical background in Instrumentation & Control systems, including knowledge of sensors, transmitters, controllers, PLCs (Programmable Logic Controllers), SCADA (Supervisory Control and Data Acquisition), and other relevant instrumentation equipment used in oil and gas
- Experience in construction project management, overseeing installation, testing and commissioning of Instrumentation & Control systems within project timelines
- Ability to interpret engineering drawings, P&IDs (Piping and Instrumentation Diagrams), and control system layouts to ensure accurate implementation of designed systems
- Experience implementing construction industry best practices, systems, processes and standards
- Pre-commissioning and commissioning experience in oil and gas, including supervisory-level experience
- Ability to interpret method statements, construction schedules and drawings
- Strong construction management, communication and conflict resolution skills
- Ability to resolve technical and contractual problems at site
- Experience working with multinational contractors

Primary Duties and Responsibilities
- Supervise contractors during execution of construction activities at site
- Participate in reviewing detailed design drawings, method statements, material requisitions, etc.
- Coordinate mobilization and demobilization of contractors on site
- Supervise and approve construction activities and coordinate various aspects of project construction including inspections, material submissions and working drawings from contractors, and process documentation as required
- Carry out daily checks on contractor staff and work performed during the previous day to ensure compliance with contractual specifications
- Handle all aspects of Electrical/Instrument construction activities including site investigations and site surveys
- Supervise and manage installation of earthing works
- Manage and supervise cable tray installation and Fire Alarm System cable laying and termination works
- Coordinate finalizing cable entries, cable routes and cable diversions
- Manage and supervise cable tray installation and Instrument Control and Power cable laying and termination works
- Supervise Fiber Optic cable installation and splicing works
- Supervise installation of Fire Alarm Control Panels, Repeater Panels and Mimic Panels
- Supervise installation of control junction boxes and panels
- Read and understand equipment layout drawings
- Coordinate with Mechanical works, HVAC works, Fire Alarm and Loss Prevention System works, Building Services works, etc.
- Oversee cable termination and loop checking
- Coordinate pre-commissioning activities and assist during commissioning of facilities
- Initiate Mechanical Completion Certificates (MCC), Hand Over Certificates (HOC), Acceptance Certificates (AC), and facilitate issuance of Project Completion and Discharge Certificates
- Witness SAT pre-commissioning activities for equipment
- Maintain a daily record of progress (daily diary), noting special comments; report work anomalies or contractual deviations committed by contractor personnel and recommend corrective actions
- Sign work permits on behalf of the operating company and ensure contractor compliance with work permits
- Participate in development of as-built drawings and documentation
- Prepare punch lists for finished work prior to handover to the operating company, with special attention to all ELV equipment including quality checks
- Work closely with other Construction Supervisors (Mechanical/Electrical)
- Report to Senior Construction Supervisor on main issues, site events, progress, trends and recommendations for improvement
- Be accountable for supervising contractor work in progress, inspecting work, reporting problems, and preventing accidents by enforcing safety standards on site
- Liaise and report with the QC Inspector on quality-related matters
- Liaise with the HSE Supervisor on safety-related matters
- Inspect construction works and materials in accordance with project quality plans and inspection and test plans (ITPs)
- Coordinate with concerned and end-user parties to resolve site issues and refer technical queries to Senior Construction Supervisor and Project Engineer
- Review contractors construction plans and schedules, including method statements and JSAs
