Job Title: Staff Engineer, FTL&MWA
Working Location: Kuala Lumpur Office

KEY OBJECTIVES
- As the Staff Engineer, Fluid Transfer Lines (FTL) & Mid Water Arch (MWA), you will require a sound understanding of SSHE & Risk processes, procurement and contracting processes, supporting the Project Management Team (PMT) with its project control requirements such as schedule and cost control reporting and analysis. Be familiar with EPC contract management including Engineering, Fabrication, and Commissioning requirements. Capable of coordination and supporting interfaces and stakeholders, and understanding project delivery with assistance from third-party support. Must have no objection or impediment to travel and provide offshore support.

PRINCIPAL ACCOUNTABILITIES
- SSHE & Risk processes: Familiarity with typical Oil and Gas Safety Security Health and Environment requirements, Reporting & KPI's, and risk assessments such as JSA, PTW, HAZOP, HAZID, Risk assessments, constructability reviews, etc. Experience liaising with SSHE representatives and ensuring contractor compliance to SSHE requirements. Comfortable delivering SSHE expectations, making presentations to contractor teams, and addressing issues and concerns. Familiarity with regulatory requirements such as Permit to Install, Permit to Operate, and DOSH requirements.
- Procurement and contracting: Knowledge of EPC tender documentation, tendering, and tender evaluation processes. Familiarity with Malaysian Oil and Gas procurement and contracting processes and standards.
- EPC Contract Management: Demonstrate familiarity with typical EPC contracting terms and conditions; scopes of work, schedules of compensation and milestone payments, and schedule of work. Experience with EPC project execution plans, project controls requirements (cost and schedule management and reporting), communication and reporting requirements (DPR's weekly and monthly reporting). Familiarity with change/variations orders, management of change process, technical queries & resolution.
- EPC Engineering, Procurement and Fabrication Experience: Sound engineering understanding and experience of deepwater flowline/riser systems, dynamic flexible riser systems, anchoring and tether systems, understanding deepwater (>1,000m) transportation, installation, and commissioning spreads and requirements. Familiarity with fabrication and yard activities, sequencing, and technical requirements. Experience working and coordinating with yard engineers, yard CSR's, SSHE and QA/QC representatives. Familiarity with subsea umbilical and controls systems. Appreciation of QA/QC requirements for fabrication such as WPS/Q (weld procedure specifications and qualification). Solid understanding of flowline pre-commissioning and commissioning requirements.
- Familiarity with Microsoft Office tools including Word, Excel, PowerPoint, Outlook. Appreciate typical engineering software such as Orcaflex, FEA packages, Flow assurance assessments both steady state and transient.
- Interface coordination: Internal and external IF coordination, inter-related aspects between procurement and contracting packages, timely assessment of interfaces and issues. Able to support senior management with stakeholder engagements such as support to JV partners or to Petronas as required.
- Follow-On Engineering: Ability to coordinate external third-party engineering teams to deliver timely engineering feedback to EPC contractors, including identifying and allocating specialist disciplines and resources as required to deliver a fit-for-purpose project.
- Travel and Offshore support: Must be a current passport holder and have no objection or impediment to international travel as required for project support. Either currently holds an offshore medical certificate and BOSIET or has no objection and/or impediment to obtaining necessary medical certification and training, as well as supporting offshore visits and/or longer-term mobilization to assist during offshore execution as required.

KEY AUTHORITIES
- As Staff Engineer, FTL&MWA, K.L. Office based, free to act within the authorities granted by the Senior Manager, Malaysia Projects.
- Ensuring that reporting and contracting activities comply with all COMPANY, PETRONAS, and Government requirements and regulations.
- Manage scheduler/planner.

SAFETY RESPONSIBILITIES
The primary responsibilities are:
- The Health, Safety, and welfare of all persons engaged on or related to any site project work being undertaken by the Company. Persons include company personnel, staff, contracted and visitors, including third parties.

WORKING RELATIONSHIP
- EPC and EPCIC Project Teams.
- Malaysia Projects personnel, support functions/departments.
- Onboard short-term contract and technical staff and all visitors.
- Maintain good relations with personnel on all facilities and the Kuala Lumpur office.

QUALIFICATIONS AND EXPERIENCE
- Qualifications: Preferably B.Sc. in Engineering, or relevant Degree/Diploma with recognized experience.
- Working Experience: Minimum 10 years' experience in oil & gas industry or in a similar role in other industries, with relevant project management, services, or interface experience.
- Special Skills Required: Project management, project support, front-end, planning, and cost control skills. Software skills should include working knowledge of Primavera and MS Project scheduling software.
