Job Purpose
Provide specialist Safety, Health, Environment & Security (SHES) leadership, oversight and assurance for dredging, reclamation, marine and associated construction activities.
Act as the project's SHES focal point, ensuring activities are planned and executed safely, securely and in an environmentally responsible manner while complying with project requirements, statutory regulations, environmental permits and international best practices.
Manage relevant elements of the Project SHES Management System and ensure effective implementation of risk-control and mitigation measures at site.
Key Responsibilities
- Provide SHES leadership and assurance across dredging, reclamation, marine and associated construction activities.
- Conduct regular inspections of dredgers, barges, work boats, marine equipment, temporary facilities and construction works.
- Monitor EPC contractor/subcontractor compliance with approved SHES plans, project specifications, permit conditions and contractual requirements.
- Review and endorse contractor risk assessments, method statements, environmental management plans and emergency response procedures for high-risk marine activities.
- Conduct SHES audits, site inspections and field verification of risk-control measures.
- Monitor environmental performance associated with dredging, including water quality, turbidity, marine ecology, waste management and pollution prevention.
- Identify and mitigate risks associated with marine vessels, reclamation works, SIMOPS, lifting operations and marine logistics.
- Monitor contractor SHES performance and ensure timely closure of incidents, observations, non-conformances and corrective actions.
- Participate in safety, environmental and security incident investigations and ensure lessons learned are effectively implemented.
Requirements
Minimum Qualifications & Experience
- Bachelor's Degree in Sciences, Safety, Health, Environment, Security or Engineering.
- Minimum 8 years' SHES experience within the Oil & Gas industry.
- At least 3 years' experience in dredging, reclamation, marine construction, port development and/or offshore projects.
- Experience working with EPC contractors, marine contractors, subcontractors, vendors, service companies and/or port authorities.
- Previous experience supporting major oil & gas operators or major Gulf-region infrastructure/energy organizations is advantageous.
Preferred Certifications
- NEBOSH IGC or NEBOSH Diploma

Technical Requirements
- Knowledge of dredging methodologies, particularly CSD (Cutter Suction Dredger) and TSHD (Trailing Suction Hopper Dredger), and their associated SHES risks.
- Knowledge of maritime regulations, vessel safety management and marine logistics.
- Experience conducting SHES audits, inspections, incident investigations and contractor assurance.
- Working knowledge of PTW, SIMOPS, HAZID, HAZOP, JSA and Management of Change (MOC) processes.
- Strong knowledge of applicable SHES industry codes, standards and practices.
- Ability to prepare management reports and present SHES performance to senior leadership.
- Strong contractor-management, negotiation and conflict-resolution skills.
- Excellent written and spoken English with strong communication and presentation skills.

Particular value is placed on candidates who have worked directly with dredgers, barges and marine contractors and who understand SIMOPS, vessel movements, lifting operations, marine logistics and environmental risks associated with dredging/reclamation activities.
