Project Context

This role supports the implementation of a site recovery plan for a major industrial construction project in Sweden. To accelerate project execution and maintain safe working conditions during extended operating hours, a dedicated HSE Supervisor is required to oversee Health, Safety and Environmental compliance during the newly introduced second shift. The successful candidate will play a key role in ensuring contractors and subcontractors operate in accordance with site safety requirements, company procedures, client expectations, and applicable Swedish and European regulations.

Role Purpose

The HSE Supervisor will be responsible for monitoring, verifying, and promoting safe working practices across all site activities during the evening shift. The role focuses on proactive safety supervision, contractor compliance monitoring, auditing, inspection activities, reporting, and supporting continuous improvement initiatives to ensure the highest standards of Health, Safety and Environmental performance are maintained. The HSE Supervisor will work closely with site management, contractors, and subcontractors, providing guidance and oversight to ensure all work is executed safely and in accordance with approved safety plans and procedures.

Key Accountabilities

  • HSE Compliance & Site Supervision
    • Verify compliance with approved HSE plans, site procedures, and safety requirements.
    • Monitor contractor and subcontractor activities to ensure safe execution of works.
    • Identify unsafe acts, unsafe conditions, and potential risks, ensuring appropriate corrective actions are implemented.
    • Ensure all personnel comply with site rules, permit-to-work requirements, and project-specific safety standards.
    • Promote a positive safety culture throughout the site.
  • HSE Audits & Inspections
    • Conduct routine site safety inspections and workplace audits.
    • Verify compliance with risk assessments, method statements, and permit systems.
    • Monitor high-risk activities including lifting operations, working at height, confined space entry, hot works, and mobile equipment operations.
    • Participate in formal HSE audits and compliance reviews.
    • Track findings and ensure timely close-out of corrective actions.
  • Toolbox Talks & Workforce Engagement
    • Participate in and support Toolbox Talks with contractors and subcontractors.
    • Provide practical guidance on safe working practices and site expectations.
    • Promote workforce awareness of project safety objectives and critical risk controls.
    • Encourage proactive reporting of hazards, near misses, and improvement opportunities.
  • Incident Prevention & Safety Monitoring
    • Monitor site activities to proactively identify and mitigate safety risks.
    • Investigate safety observations and support incident reporting processes where required.
    • Escalate serious safety concerns immediately to site management.
    • Support emergency response preparedness and compliance with site emergency procedures.
  • Reporting & Communication
    • Prepare daily and weekly HSE reports covering inspections, audits, observations, and site performance.
    • Maintain accurate records of safety inspections and compliance activities.
    • Communicate findings, trends, and critical issues to site management.
    • Provide clear recommendations to improve site safety performance.
  • Continuous Improvement
    • Support implementation of HSE improvement initiatives across the project.
    • Assist in the development and promotion of best-practice safety solutions.
    • Contribute to achieving project HSE objectives and key performance indicators.
    • Support lessons learned activities and ongoing enhancement of site safety processes.

Day-to-Day Responsibilities

  • Conduct daily site safety inspections during the second shift.
  • Verify contractor compliance with approved safety plans and procedures.
  • Attend and participate in Toolbox Talks and safety briefings.
  • Monitor ongoing construction activities and intervene where unsafe conditions exist.
  • Review permits, risk assessments, and safety documentation as required.
  • Record safety observations, audit findings, and corrective actions.
  • Communicate significant HSE issues to project and site management.
  • Support contractors in resolving safety concerns and implementing improvements.
  • Prepare shift reports detailing inspections, findings, and site safety status.
  • Collaborate with construction and management teams to maintain a safe working environment.

Requirements

  • Experience
    • Minimum 5+ years of HSE supervision experience on industrial construction projects.
    • Strong experience working on large-scale industrial plants, manufacturing facilities, steel, metals, energy, or heavy construction projects.
    • Proven track record of contractor safety management and site supervision.
    • Experience conducting HSE inspections, audits, and compliance reviews.
    • Previous experience supporting multi-contractor environments.
  • Technical Knowledge
    • Strong understanding of construction site HSE requirements and industrial safety standards.
    • Knowledge of risk assessment methodologies and safe systems of work.
    • Experience with permit-to-work systems and high-risk construction activities.
    • Familiarity with incident investigation and root cause analysis techniques.
    • Understanding of Swedish and European construction safety requirements is advantageous.
  • HSE Systems & Compliance
    • Experience implementing and monitoring HSE Management Systems.
    • Strong knowledge of site auditing and inspection processes.
    • Ability to interpret HSE procedures, method statements, and risk assessments.
    • Competent in preparing clear and professional HSE reports.
    • Strong documentation and record management skills.
  • Communication & Leadership
    • Excellent interpersonal and communication skills.
    • Ability to engage effectively with contractors, subcontractors, and project stakeholders.
    • Strong observational skills with the confidence to challenge unsafe behaviours.
    • Ability to work independently during shift operations.
    • Capable of managing multiple priorities in a fast-paced construction environment.

Education & Credentials

  • NEBOSH General Certificate, NEBOSH Construction Certificate, or equivalent HSE qualification.
  • Relevant health and safety certification recognised within the European Union.
  • Valid site safety training and industrial construction certifications.
  • First Aid certification desirable.
  • Internal Auditor or Lead Auditor qualification advantageous.
  • Additional qualifications related to construction safety, lifting operations, working at height, or permit-to-work systems are beneficial.
