JOB DIMENSIONS
To assist and support the Commissioning Site Head in coordinating contractors activities linked to the construction, pre-commissioning and commissioning of new offshore satellite wellhead platforms integrated and linked to a riser platform, in both preparation and execution phases at an onshore fabrication yard in Qingdao, China and at offshore facilities in Qatar.
The job holder is responsible for the following activities:
· Review the Telecom construction, pre-commissioning and commissioning preparation by the Contractor, such as but not limited to shop drawings, installation and SAT procedures, ICAPS database population, test procedures, RFCs preparation, OTPs preparation.
· Supervise the Telecom construction, pre-commissioning and commissioning execution at the fabrication worksites and offshore in order to deliver an installation ready for operation on schedule.
· Supervise the contractor Telecom team during onshore/offshore phases.
· Manage Telecom activities for the discipline from Ready for Commissioning (RFC) status to completion of commissioning activities.
· Assess satisfactory works responsibilities and job function in a safe and timely manner.
· Adhere to and effectively communicate project HSE worksite instructions and policies.
· Proactively intervene where HSE deficiencies are identified and report them to HSE department.
ACTIVITIES
EPCIC PREPARATION PHASE
· Ensure proper implementation of all Telecom requirements according to project and Company specifications.
· Review the preparation of installation, pre-commissioning and commissioning procedures and reporting tools prepared by contractors (including technical database, planning, punch lists control and follow-up of the disciplines concerned). Items such as PAGA equipment, LAN/Telephone network, CCTV, UHF/VHF/Crane Radio, AIS, GMDSS, Inmarsat system will be part of the Telecom scope.
· Promote safety within all activities and verify that safety procedures are implemented and followed by contractor and Company.
· Maximize onshore commissioning and minimize lost time due to interfaces.
· Coordinate with other project entities, disciplines and existing facilities.
· Ensure that the lists of installation, pre-commissioning and commissioning procedures are fully comprehensive, including operational test procedures.
· Ensure ICAPS database population.
· Ensure that preservation procedures prior to transfer of custody and prior to first oil are fully comprehensive and well applied.
· Monitor contractor's labor resources in accordance with the approved mobilization plan and report any deviation from the plan.
· Review contractors' commissioning schedules to ensure they include all required activities with realistic timelines, logical sequencing and adequate resources.
· Ensure that Telecom pre-commissioning and commissioning spare parts, consumables, equipment, special tools, etc. are sufficient and available in time.
· Ensure Telecom equipment preservation strategy and procedures.
· Attend FAT on a needs basis during the preparation phase.
EPCIC COMMISSIONING EXECUTION PHASE
· Follow the contractor's/vendor's Telecom commissioning activities using the OPERCOM Methodology and ICAPS (Integrated Commissioning And Progress System) software.
· Follow the execution of Telecom commissioning activities to achieve commissioning schedule completion targets.
· Perform reporting of commissioning execution to ensure that all technical and contractual information are properly recorded, collected and available for inspection/reference as required by regulations and Company policies.
· Provide technical support to the Telecom discipline and contractor.
· Control and follow up on vendors commissioning scope of work activities such as SAT, OTPs, document updates, closing of punch list, reporting.
· Supervise energization of Telecom systems ensuring safety protocols are strictly followed.
· Review and approve commissioning dossiers, test reports and red-line markups.
· Ensure proper punch item entry and closure.
· Supervise and control the system integration or tie-in with existing facilities and ensure smooth operation of integration with no loss of services.
· Prepare daily, weekly and final commissioning reports.
· Ensure all commissioning activities are conducted in accordance with HSE policies and permit-to-work systems.
· Participate in risk assessments and method statement reviews.
· Lead Telecom system safety awareness and toolbox talks.
· Coordinate with multi-discipline commissioning leads to ensure integrated system commissioning.
· Follow and supervise Telecom equipment system preservation.
· Lead commissioning spare parts and special tools handover process to the operations team.
CONTEXT AND ENVIRONMENT
· The role involves development of new offshore satellite platforms and integration into existing facilities.
· The work is executed in multiple campaigns, including:
o Offshore commissioning on rotation in Qatar.
o Onshore commissioning on a residential basis in Qingdao, China.
· The work requires complex interfaces with other Company entities.
QUALIFICATIONS & EXPERIENCE REQUIRED
· Qualification: Bachelor of Science (BSc) degree or equivalent in engineering.
· Experience: At least 15 years' experience in the offshore oil and gas industry with a minimum of 10 years' experience in a Telecom Lead/Superintendent role.
· Proven track record of leadership and problem resolution.
· Strong interpersonal and good communication skills.
· Experience with Company standards, OPERCOM and ICAPS, document control databases and relevant codes and standards.
· Experience with commissioning of various telecommunication systems and international standards.
· Language: Fluent in English.
· Computer literate.
· Ability to work on projects in a complex and multicultural environment.
· Valid H2S, OPITO and T-BOSIET trainings.
