Environmental Project and Air Emissions Specialist

Location: Mesaieed / Ras Laffan, Doha, Qatar

Contract Type: Permanent

Job Purpose / Objective

Manage the development and implementation of the environmental management system and projects required to enhance pollution and air emissions prevention and resources conservation controls, in order to ensure that the company abides with regulatory requirements.

Key Accountabilities

Strategy and Performance Management

  • Contribute to the development and execution of the Department short to mid-term strategic plan to ensure alignment with the Department's strategic priorities and corporate goals.
  • Contribute to the development of annual business plans for the assigned areas of responsibility to support the achievement of financial and strategic objectives.
  • Monitor and control key performance indicators related to the Department in order to track performance and recommend corrective actions.

People Management

  • Manage the activities of direct reports to ensure that all work is carried out in an efficient manner, in line with annual business plans, policies and procedures.
  • Manage the performance management process by setting annual objectives, and developing staff through mentoring, coaching and constructive feedback.
  • Identify employees training and developmental needs and, in conjunction with the Human Capital Department, bridge knowledge gaps to ensure continuous progression and high levels of competence within the team.
  • Implement developmental plans to assist qualified Qatari Nationals to occupy potential vacancies so as to adhere to stipulated Qatarization targets.

Organisation Structure

  • Contribute to defining an optimum structure for the Department to ensure smooth workflow of operational processes and optimal utilisation of resources.

Budget Planning

  • Provide input into the preparation and consolidation of the Department budget, monitor financial performance during the year and identify areas of unsatisfactory performance (if any), and recommend mitigating actions.

Environmental Projects

  • Manage Environmental, Health, Social and Impact Assessment Studies and other environmental studies.
  • Act as focal point for facilities for obtaining environmental permits for projects and expansions by managing applications to authorities, ensuring that studies and assessments are as per local regulations.
  • Liaise with relevant authorities to obtain Consent to Operate for applicable projects as per environmental permits.
  • Ensure proper management of projects to ensure continuous alignment with company standards and regulations as well as Consent to Operate requirements.

Air Emissions

  • Liaise with relevant sustainability and regulatory bodies for greenhouse gas verification and certification processes.
  • Manage the greenhouse gas accounting and reporting program.
  • Manage flaring and overall air emissions calculations.
  • Manage pollution prevention and minimisation plans for air emissions and flaring.
  • Ensure compliance of greenhouse gases, flaring and overall air emissions with local authorities, shareholders and other stakeholders requirements.

Leak Detection and Repair

  • Manage the Leak Detection and Repair (LDAR) program for all facilities.
  • Ensure LDAR compliance as per Consent to Operate, environmental guidelines and standards, and applicable LDAR procedures and standards.

Project Management

  • Manage the implementation of environmental management system compliance for all projects at all locations.
  • Advise and assist all company projects in the development of their plans and execution to ensure compliance with applicable environmental laws and regulations.

Policies, Systems, Processes and Procedures

  • Recommend improvements to departmental procedures, and ensure implementation of policies, procedures, systems and controls covering assigned areas of responsibility so that all activities meet company standards, compliance and regulatory requirements, align to business requirements, and increase operational efficiency.
  • Identify opportunities for continuous improvement of systems, processes and practices, taking into account international leading practices, in order to increase operational effectiveness.
  • Develop and communicate air emission systems, policies, procedures and standards to ensure effective implementation and compliance throughout the organisation.

Quality, Health, Security, Safety and Environment

  • Ensure compliance with regulatory requirements and relevant quality, health, safety, security and environmental procedures and controls across the Section to guarantee employee safety and delivery of high-quality products and services.

Reporting and Awareness

  • Ensure that all relevant reports are prepared timely and accurately, and meet the Department requirements, policies and standards.
  • Report key performance indicators related to the Department to support company performance monitoring.
  • Manage the coordination of investigations and reporting of environmental events, incidents and environmentally unsound conditions to develop appropriate and efficient action plans when required.

Qatarization

  • Contribute to the development of Qatari employees. This accountability is applicable to expatriate employees only.

Qualifications and Experience

Education

  • Required: Bachelors degree in Chemical, Process or Environmental Engineering, Environmental Science or any similar discipline.
  • Preferred: Masters degree in Environmental Engineering or any similar discipline.

Experience

  • Required: 5 to 7 years of experience in the oil and gas industry.
  • Preferred: Experience in the petrochemicals industry.

Languages

  • Required: English - proficient.
  • Preferred: Arabic - working knowledge.
