3. JOB PURPOSE / OBJECTIVE
Develop and implement environmental policies and programs by conducting studies, providing reports, communicating guidelines and directives from environmental authorities, and evaluating effectiveness to ensure regulatory compliance with all applicable laws and regulations.
4. KEY ACCOUNTABILITIES
People Management
- Supervise the activities and work performed by the direct report to ensure that it is carried out in an efficient and effective manner, in line with the annual business plans and Environmental Department's policies and procedures.
- Recommend training and development interventions for the direct report to build capabilities.
Regulatory Environmental Compliance
- Maintain an updated library of environmental-related Qatari laws and regulations, international standards and industry practices, and evaluate to ensure all regulatory changes are incorporated into relevant policies, procedures, guidelines and systems, complied with and disseminated.
- Process the applications and timely renewal of all environmental permits to local authorities, including but not limited to consents to operate and environmental clearances.
- Ensure all concerned Units/Sections/Departments/Groups are timely updated in any changes of environmental regulatory requirements related to their respective areas, and make sure they have proper tools to monitor and report compliance.
- Resolve any legal environmental requirement issues with the authorities by collaborating with concerned Units/Sections/Departments/Groups in setting compliance plans to determine feasibility of new regulations/limits.
Environmental Policies and Programs
- Develop and update the Environmental Management Program to meet legal requirements and management systems along with all supporting environmental procedures for monitoring, waste management, pollution prevention and auditing.
- Develop policies, programs, forms and training packages to be implemented and seek Management's approvals to support the implementation.
- Audit the environmental policies, plans, programs and procedures periodically to determine their effectiveness and to enhance/revise if necessary.
- Plan the implementation of control programs with Operations for adherence to the applicable environmental standards, developed policies and best practices.
- Ensure team members comply with all section's policies, processes, standard operating procedures and instructions so that work is carried out in a controlled and consistent manner.
Implementation of Programs and Continual Improvement
- Establish and maintain effective environmental monitoring and reporting programs for air emissions, water discharges, flaring, noise, and others by using modelling techniques in conducting site studies as regulated by local authorities and advise Production on compliance.
- Verify daily environmental monitoring data and report non-compliances immediately to Management and concerned parties.
- Coordinate on environmental surveying studies for onshore facilities and nearby marine environment or any other similar studies.
- Participate in various HAZOP studies with other engineers and Safety Department and review MOCs to ensure adequate environmental controls are in place.
- Perform regular systematic review of potential environment impacts and follow up on the recommended preventive or corrective actions resulting from any environmental incident, pollution prevention, or registered aspect/impact to ensure compliance in the shortest time possible.
- Support the Environmental Specialists as and when required.
Environmental Reporting
- Prepare and submit periodic environmental monitoring and performance indicator reports to Management, local authorities, and shareholders.
- Plan and communicate resources required for full adherence to annual plan, plant metrics and other specific tasks.
- Analyse reports and provide guidance to Management for decision making during/after environmental events through scientific evaluation of environmental impacts and modelling of impact extension.
Policies, Systems, Processes and Procedures
- Manage the development and implementation of departmental policies, systems, processes and procedures in order to ensure operational excellence.
- Identify and manage the implementation of improvements to ensure compliance with standards and regulatory and operational excellence requirements that are aligned to business needs to increase operational effectiveness.
- Recommend and manage the development and implementation of environmental policies, procedures, programs, standards and guidelines as needed and in alignment with Operational Excellence, monitoring and reporting requirements, and applicable regulations and permits.
Quality, Health, Security, Safety and Environment
- Ensure compliance with regulatory requirements and relevant quality, health, safety, security and environmental procedures and controls across the Section to guarantee employee safety and delivery of high-quality products/services.
Reporting
- Contribute to the preparation of timely and accurate reports to meet departmental requirements, policies and standards.
Qatarization
- Contribute to the development of Qatari employees. This accountability is applicable to expatriate employees only.
5. QUALIFICATIONS & EXPERIENCE
Education
Required (Qualification / Discipline):
- Bachelor's Degree in Engineering (e.g. Environmental, Chemical, Process).
Preferred (Qualification / Discipline):
- Master's Degree in Engineering (e.g. Environmental, Chemical, Process).
Experience
Required (Years / Job Level / Industry):
- 5-7 years of experience in the Oil & Gas Industry.
Preferred (Years / Job Level / Industry):
- Experience in the Petrochemicals Industry.
