Responsible for Safety and Environment on Site - Delegate (RSES-D)

Location: Paramaribo, Suriname
Contract Type: Annually Renewable Contract
Rotation: 35 days on, 35 days off (7 days per week, 12 hours per day)
Start Date: February 2027 (estimated)
Contract Duration: Until 31/12/2028 (duration of the project), renewable

Key Responsibilities

  • Serve as the project representative on the installation vessel, ensuring the application of HSE standards and safety culture onboard.
  • Ensure all approved procedures are implemented during offshore operations, utilizing Management of Change processes for modifications.
  • Supervise all offshore operations onboard the installation vessel (J-Lay / S-Lay / PLSV / MSV).
  • Act as the focal point onboard the vessel for site representation and in case of emergency, according to the HSE Bridging document.
  • Provide daily reports to the SURF Installation Manager and Deputy.
  • Maintain awareness of and ensure compliance with all relevant statutory and company HSE standards.
  • Contribute to HSE performance improvement and actively participate in safety awareness and initiative schemes.
  • Promote safety culture within the project and lead by example to ensure team adherence.
  • Ensure safe and ethical working practices within managed activities and guarantee compliance.
  • Participate in the preparation of offshore procedures, implementing feedback from previous operations.
  • Oversee all offshore installation activities onboard the construction vessel, including supply/barge activities, equipment transfer, deck operations, MCV connection and testing, subsea umbilical and flexible lines laying, lifting operations, load out, ROV works, and offshore pre-commissioning and testing.
  • Verify implementation of agreed procedures and ensure modifications are managed appropriately.
  • Sign off on specific certificates when preparation levels are satisfactory.
  • Review, comment, and sign daily progress reports issued by the vessel management team.
  • Ensure effective communication and handover between shifts, especially during co-activities or SIMOPS operations.
  • Monitor daily vessel activities for compliance with planned schedules and report deviations for consideration and approval.
  • Report nonconformance activities and follow up on corrective and preventive measures.
  • Ensure timely reporting to the SURF manager and anticipate problems, propose solutions, and optimize offshore installation campaigns.
  • Maintain traceability tables and inventory of equipment installed subsea onboard the vessel.
  • Act as RSES-D onboard the installation vessel to ensure proper management of COMOPS/SIMOPS activities and emergency situations in line with the Emergency Response Plan.
  • Identify the need for contractor/supplier technical assistance as required.
  • Ensure relevant certificates and checklists are prepared and signed as needed.
  • Coordinate with the vessel offshore team for Hazard Identification Risk Analysis (HIRA) prior to operations.

Requirements

  • Engineer/Offshore Supervisor with a minimum of 15 years' experience in the oil and gas industry, especially in SURF.
  • Knowledge of relevant company and industry standards and regulations for marine, environment, and NR.
  • Deep knowledge of SIMOPS and HSE rules.
  • Experience in major EPCI projects.
  • Ability to identify, analyze, and solve problems related to HSE, technical, procurement, transportation, storage, preservation, engineering, construction, quality control, schedule, and costs.
  • Construction background.
  • Strong communication skills and ability to work as part of a team with significant responsibilities.
  • Commitment to safety and environmental requirements of the project.
  • Technical understanding of all disciplines involved.
  • Organizational skills, positive attitude, and ability to defend positions in accordance with contract requirements.
  • Fluent in English (spoken and written).
  • Knowledge of the following offshore operations:
    • Risers Pull in/Pull out
    • Flexible lay
    • Rigid pipelay
    • Risers construction including Lazy wave and SHR
    • Structures installation
    • Experience working on Rigid lay vessel, PLSV, OSR
