Primoris T&D provides construction, maintenance, and engineering services for electric Transmission, Distribution, and Substation infrastructure. Ancillary services include wireless telecommunications installation, environmental services, project management, and storm restoration support.

Position Summary

The Project Controls Manager will be responsible for overseeing project cost controls, financial performance, forecasting, reporting, and project administration activities across multiple utility infrastructure projects. This individual will partner closely with Project Managers, Operations Leadership, and Accounting teams to ensure accurate financial reporting, budget management, profitability tracking, and compliance with company procedures.

The ideal candidate will have 5-7 years of experience in Project Controls, Cost Controls, Project Accounting, or Financial Project Management within construction, EPC, utility, or infrastructure environments.

Primary Responsibilities

  • Lead project cost control activities across multiple transmission, distribution, and substation projects.
  • Monitor project budgets, forecasts, commitments, actual costs, and profitability throughout the project lifecycle.
  • Develop and maintain detailed cost reports, financial dashboards, forecasts, and executive-level reporting packages.
  • Provide financial analysis and recommendations to Project Managers and Operations Leadership regarding project performance and risk mitigation.
  • Track project costs versus budget and identify cost variances, trends, and opportunities for improvement.
  • Ensure accurate project setup, budget loading, cost coding, and project closeout procedures.
  • Manage change order tracking and ensure all project financial impacts are properly documented and reflected in forecasts.
  • Review job cost reports and investigate discrepancies, cost overruns, and billing issues.
  • Support monthly forecasting, earned value analysis, cash flow projections, and profitability assessments.
  • Partner with project teams to develop recovery plans when projects experience cost or schedule challenges.
  • Maintain compliance with company policies, internal controls, SOX requirements, and project documentation standards.
  • Support project audits and provide documentation for internal and external financial reviews.
  • Participate in project reviews, status meetings, forecasting sessions, and executive reporting meetings.
  • Monitor vendor commitments, purchase orders, subcontractor costs, and invoicing activities.
  • Mentor and provide guidance to junior project controls and project administration personnel as needed.

 

Minimum Qualifications

Education

  • Bachelor's Degree in Construction Management, Engineering, Business, Finance, Accounting, Economics, or a related field preferred.

Experience

  • 5-7 years of Project Controls, Cost Controls, Project Accounting, Financial Analysis, or Project Management support experience.
  • Experience supporting large-scale construction, EPC, utility, energy, industrial, or infrastructure projects.
  • Strong background in project budgeting, forecasting, cost management, and financial reporting.
  • Experience managing multiple projects simultaneously in a fast-paced environment.

 

Preferred Qualifications

  • Experience supporting Transmission, Distribution, Substation, Renewable Energy, or Utility Infrastructure projects.
  • Experience with EPC project environments.
  • Familiarity with earned value management (EVM) methodologies.
  • Experience with project controls software such as Viewpoint, EcoSys, Primavera P6, SAP, Oracle, or similar systems.
  • Advanced Excel skills including pivot tables, lookups, dashboards, and financial modeling.
  • Experience developing executive-level reporting and KPI dashboards.
