Project Control Manager

Working Location: Malaysia

Contract Type: 12 months

Job Purpose

The post holder is responsible for leading project delivery and ensuring execution is completed safely within allocated time and cost.

Key Roles and Responsibilities

Financial

The Project Controls Manager is responsible for all aspects of project planning, monitoring, controls and management of change aspects of the project execution that meet overall objectives of project performance, HSES, cost, schedule and quality.

  • Support Project Manager / Project Director in all aspects of project planning, monitoring and controls and management of change related to project execution.
  • Develop project planning package involving control baseline in compliance with the contract. Monitor, analyze and report project performance against this control baseline on an ongoing basis. Identify issues and opportunities early and take pre-emptive action.

Operational Excellence

  • Lead project planning, monitoring and controls activities involving all aspects of the project execution such as project baseline package, work breakdown structures (WBS) and codes, organizational breakdown structure (OBS), cost breakdown structure (CBS), project baseline schedule multi levels using latest version of Primavera P6, start-up schedule, S-curves, schedule basis memorandum, critical path list, milestone logs, resource plan and histograms.
  • Develop and maintain progress measurement systems and procedures for progress measurement, schedule control and monitoring, progress reporting basis, weekly, fortnightly and monthly project, client and management reporting.
  • Conduct productivity and performance analysis, manage change management system and procedures, change order procedures and payment and invoicing procedures and cash flow statements as a minimum.
  • Support Project Manager / Director in developing the Project Execution Plan (PEP) for the project covering complete scope of the project delivery. The plan should address key areas such as project execution strategy, project organization and key personnel, project schedule, resource plan including subcontracting, key project milestones, HSES, quality objectives, progress measurement systems, project administration and communication, project reporting requirements, and any specific client requirements different from normal practices.

People and Development

  • Manage the project planning and controls resources, ensuring all responsibilities are dealt with accordingly and ensuring delivery to the plan in consultation with project managers and project engineers.
  • Develop resource and financial requirements from the project plan.
  • Review and develop monthly cost and progress reports for accuracy for Project Manager's approval. Communicate all cost and schedule forecast changes to project management team and stakeholders.
  • Identify, document and communicate the project planning and controls related requirements to project stakeholders and maintain and build healthy team relationships throughout the project and post completion.
  • Proactively identify and resolve changes, cost and schedule issues with the project management team and client as they arise, in conjunction with the Project Team members.
  • Effectively manage planning, monitoring and control aspects of the contract, sub-contract, service orders, procurement, fabrication, installation scope, project contingencies and overheads to deliver budget gross profit margin.
  • Manage the planning and preparation of accurate project cost estimates and control budgets, establish cost reports for control of projects, monitor and control all cost aspects of the project to forecast costs, obtain approvals, identify trends and take action to avoid cost overruns and take advantage of opportunities.
  • Assess performance of cost control systems and personnel.
  • Identify project risks and opportunities, participate and contribute to risk management plans and workshops, maintain risk management register, and monitor closure of all identified risks and opportunities.
  • Maintain risk management focus throughout the project duration.
  • Oversee and ensure efficient management of contract change, minimizing any impact of the change management process on the progress of the works while complying with management of change requirements and procedures.
  • Develop project close-out report and share lessons learnt.

Relevant Experience

  • Minimum of three (3) years working experience as an Engineer, preferably in the oil and gas fabrication industry.
  • Minimum of ten (10) years working experience as Project Engineer, preferably in the transportation and installation industry.

Qualifications / Certifications

  • Degree in Engineering (Civil, Mechanical, Mechatronics, Electrical) from a recognized higher learning institution.
  • Registered with the Board of Engineers Malaysia (BEM).

Required Skills

  • Leading and familiarity with international codes and standards such as API, ASTM, AWS, BS, AISC and client specifications such as PTS, GS, SES, DEP, etc.
  • Familiar with PDMS and other relevant 3D modelling software.
  • Able to conduct engineering analysis and read engineering drawings.
  • Engineering Design (Level 3).
  • Development, review, analysis and forecasting of schedule and resources at bid and during project execution.
