Lead HSE Technical Engineer

Role Purpose
Lead all Health, Safety, and Environmental (HSE) engineering activities, studies, and compliance during design and construction phases, ensuring alignment with local oil and gas HSE standards.
Key Responsibilities
- Develop HSE Plan, HSE Philosophy, and HSE Impact Assessment (HSEIA) report.
- Facilitate HAZID/ENVID/OHID reviews, SIMOPS, Enhanced HAZOP, Project HSE Reviews (PHSER), and constructability assessments.
- Manage Technical Integrity Verification (TIV) with Independent Verification Bodies (IVB).
- Ensure development of HSE critical equipment and systems (HSECES) and performance standards.
- Review method statements and risk assessments (MSRA) for demolition and construction activities.
- Coordinate with third-party HSE consultants.
Requirements
- Education: Bachelor's degree in Safety, Environmental, or Chemical Engineering.
- Experience: 15+ years of HSE experience in EPC oil and gas projects, with at least 5 years in a lead HSE engineer capacity.
- Standards: Demonstrated knowledge of regional oil and gas HSE standards.
- Certification: NEBOSH or an equivalent safety certification is mandatory.
