Position Overview
An experienced HSE Manager is required to join a major oil & gas project in Abu Dhabi. This is a long-term opportunity supporting an island-based project, with the potential to transition to other projects upon completion. The successful candidate will lead and manage HSE activities, ensuring compliance with company, client, and applicable UAE/international HSE standards.
Key Responsibilities
- Lead the overall HSE function for the project and provide strategic and operational HSE leadership.
- Develop, implement, and maintain project HSE plans, procedures, and systems.
- Ensure compliance with applicable UAE, client, and international HSE requirements.
- Provide HSE leadership across project execution, construction, commissioning, and associated site activities.
- Manage and mentor the project HSE team, ensuring appropriate coverage and competency.
- Monitor project performance against HSE KPIs and establish corrective and preventative actions where required.
- Conduct regular HSE inspections, audits, reviews, and site walkdowns.
- Ensure effective implementation of risk assessments, JSA/JHA, method statements, and permit-to-work systems.
- Investigate incidents, near misses, and unsafe acts/conditions, ensuring root-cause analysis and appropriate corrective actions.
- Drive a strong safety culture across the project workforce, contractors, and subcontractors.
- Liaise directly with the client, project management, construction teams, subcontractors, and other stakeholders on HSE matters.
- Ensure emergency response, crisis management, and contingency plans are established, communicated, and regularly tested.
- Monitor contractor and subcontractor HSE performance and ensure compliance with project requirements.
- Lead HSE meetings, toolbox talks, campaigns, and awareness initiatives.
- Prepare and review HSE reports, statistics, dashboards, and performance metrics for project management and client reporting.
- Ensure environmental requirements and controls are effectively implemented throughout the project.
- Support project management in identifying HSE risks and implementing effective mitigation measures.
- Promote continuous improvement in project HSE performance.
Requirements
- 10+ years of HSE experience within major oil & gas or energy projects.
- Proven experience working on mega projects with significant workforce and complex project environments.
- Previous experience in a senior HSE management position, ideally as HSE Manager, Project HSE Manager, or HSE Lead.
- Strong experience working on JV-based projects and managing HSE requirements across multiple stakeholders.
- Experience working directly with major oil & gas operators/clients is highly desirable.
- Strong understanding of construction/project execution HSE requirements.
- Experience working in remote or island-based project environments would be advantageous.
- Strong knowledge of risk management, incident investigation, auditing, and HSE management systems.
- Excellent leadership and stakeholder-management skills.
- Ability to operate effectively in a high-pressure, multicultural project environment.
- Must be available to mobilise immediately.
